Overview:
Originally part of Cerberus Tokyo, HYDRA was founded due to recent company events. The disappearance of Nora Ito, Arcos, and Moirin, coupled with the sudden rise of Ciro Martelli to the rank of Chairman sparked rumours of a high-level conspiracy. Created through an alliance of company directors, specifically the directors of Intelligence, Contracting, Research and the Annex, the group began crafting plans to regain control over the branch.
Shunning all forms of diplomacy, the group focuses on mass destruction to complete its goals. Sowing the seeds of chaos and disorder, the group seeks to destabilize Tokyo’s central core in order to exert their control over the branch. Indistinguishable from regular Cerberus Operatives, the leaders of the group aim pit brother against sister and friend against friend to incapacitate those still loyal to the company.
In order to enhance promote anarchy further, the group has decided to expand their targets from not only the Cerberus Sougi Tower, but major financial bases throughout the city. Their targets range from distribution plants, banks, shipping hubs and everything in between. A section of their master plan, the group has planted their own agents whose masquerade with a loyalty to Cerberus, while still pledging allegiance to HYDRA.

Drawn from all pools of the Cerberus departments, the agents range across an entire spectrum of strengths. Though drawn from all pools, a disproportionate number of Intelligence and Contracting agents have joined compared to Research.
