The Members of the Central 46

Judges - Their job is to oversee and moderate legislative actions as well as to try criminals and court-martial Shinigami by facilitating judicial hearings. A minimum of three Judges must be present for both legislation and court cases. They also handle and present material from both the Gotei 13 and the Onmitsu Kidou to the 40 councilmen and vice-versa. Additionally, the First Judge is traditionally considered the head of state of Soul Society.

Councilmen - They are the bulk of Soul Society's decision-making process and are largely responsible for the political affairs between Seireitei and Rukongai. In the past, all of the councilmen were full-fledged Shinigami, but now, like with the Judges, some are ordinary souls from Rukongai. They debate and vote upon measures and also serve as administrators and governors of the districts they represent at the Central 46 chamber. Of the most prominent and influential of the councilmen are the four Regional Prefects. Since the four sections of Rukongai have unique politics unto their own, the Prefects are considered leaders of "political parties" in Soul Society. Adjutants which help facilitate paperwork and the like for each party are also named as they are the ones that assist the Prefect the most in debate by campaigning for support from other "parties":

Thank goodness someone suggested that, I forgot, and almost resigned myself to doing all this work myself.

For now Drag (and others who are interested), go ahead and just make up names (I may edit them as I choose), and whether or not they are Shinigami or not.

All I ask in return are that the characters you design remain subject to any plot developments I may need of them and that there be one Judge that remain free (he/she will be introduced in one of my future chapters). Also, as of this time, there are no traitors, double-agents, conspirators in the Central 46; just people with different ideologies.

Politics of Soul Society

Northern Rukongai: Nearly uninhabited save for a few districts close to edge of Seireitei. Historically speaking, not much has been ever developed in this region of Soul Society due to the extremely dense mountain ranges that criss-cross the land. During the Great Hollow War, the population of this region grew exponentially as the mountains also served as excellent defensive emplacements due to natural choke points formed by ravines and passes. Being the traditional hometown of Seiji Yasuo, Northern Rukongai has always been in favor of the 1st Judge's progressive reforms and constantly seeks to maintain a balance between the old and new guard.

Western Rukongai: Historically, Western Rukongai has been the most populated quarter of Soul Society. As such, due to proportions, they have produced the most Shinigami from their numbers. This fact however is a double-blade since on one hand, they have the most souls working in Seireitei, but they also have the largest crime rate and organized crime membership as well. Due to the latter trait, councilmen from Western Rukongai have almost always been very conservative in their beliefs.

Southern Rukongai: During the Great Hollow War, this quarter of Soul Society was the hardest hit by the occupation of Emptybones and White Corona. The geography used to be a fertile plain which housed much of the food source for Seireitei's food store, but was desecrated when the Hollows used the flat terrain as its main staging point for most of their forces, including the towering Menos Grande behemoths. Needless to say, all the lives that were lost in this area have caused the current residents to be quite wary of all types of government and would do anything in order to maintain their security above all else. Asuyada Mototachi, the current Prefect for the region, is the last heir to one of the regions most influential families and is arguably the strongest statesman in the Central 46.

Eastern Rukongai: Having been liberated from the Hollows first, Eastern Rukongai was used as the main staging point for Shinkou's landing army from earth and has since then used the infrastructure laid down back in the war to become the single most prosperous quarter of Seireitei today. As such, many progressives liberals have since then moved into the quarter and have influenced politics in the area. Councilmen from the East are quite fond of changing Seireitei to be more and more of a direct, rather than, representative democracy.

With war openly declared upon the Red Moon, the Central 46 has decided to nominate Otono Kanoko as the new executive officer in Seiji Yasuo's absence. Furthermore, Hagane Sosugu has been voted to replace Tsurumaki Hiro as chief intelligence advisor to the executive office.

*In other news, the remaining slots of the Central 46 have been revealed, and promotions/additions will be announced via Jigoku-cho later this morning.

*After the Central 46 have reconvened, as early as tomorrow night, a vote regarding the release of lists of wanted criminals accused of collaborating/joining with the Red Moon as well as information on the appearance of advanced Hollows will take place.

ALL RPers are set to take part in yet another vote that will tweak the plot. Information will be passed out later today via this thread. Additionally, the results of this vote and these new developments can be incorporated into the Plot Missions that Wind announced some time ago.

As per mandated by the Central 46's interim chief executive, her honor Otono Kanoko, the interim Gotei 13 Commander and Keigun Commissioner, Hagane Sosugu, has released a list of those who have been deemed as the most sought after criminals by Soul Society.

With the discovery of the existence of a rebuilding Grand Hollow Army, the Central 46 has stepped up measures taken within the walls of Seireitei to ensure the safety of Soul Society. Likewise, elements of the Gotei 13 and the Onmitsu Kidou have banded to secure the welfare of Rukongai.


As such, after thorough examination, the Keigun has found the following individuals to be viable threats to the safety of all souls in Soul Society and must be detained immediately for questioning in regards to the violent dimensional activity in the rifts reported by the Center for Hollow Activity in southwest Rukongai.

1. Onmitsu Kidou Chief, Yoshida Kikuchi - For straining communication lines in Soul Society for unknown reasons. Also caught on surveillance meeting with known minor rogue factions in Rukongai.

2. 1st Judge of the Central 46, Seiji Yasuo - For lifting unknown materials/equipment from the former Research Institute and smuggling them outside of Seireitei's city limits. Additionally wanted for possible desertion in the face of the enemy.

3. 5th Judge of the Central 46, Sunan Kyra - For accepting bribes from an unknown and, most likely, rogue faction. Also caught on surveillance selling government secrets to, again, unknown and possibly rogue factions.

4. N. Rukongai Nobility, Hatomaru Manabe - For hiding immediate family members of known Red Moon members as well as possibly funding this and other rogue groups.

5. Vice-Chief of the Hollow Activity Center, Fujiwara Ako - For pipelining sensitive information regarding the status of the dimensional rift discovered in southwest Rukongai to unknown destinations. Also wanted for suspcious disappearances from work.​


This last group of individuals have been deemed traitors to the state of Seireitei and all personnel in the Gotei 13, Onmitsu Kidou, and the Keigun are hereby given clearance to acquire and return these targets dead or alive to any Shinigami outpost ASAP.


6. Former Keigun Commissioner, Maehara Junko - For the crimes of desertion in the face of the enemy and grand treason for defection in the Great Hollow War.

7. Red Moon Assassin, Ashura Eiko - For grand treason in leading malicious assaults against Gotei 13 forces and the deaths of innumerable Onmitsu Kidou information specialists. Also wanted for information in the disappearance of Seiji Yasuo.

8. Red Moon Assassin, Raksha Yaiba - For grand treason in leading malicious assaults against Gotei 13 forces and for the sabotage of multiple Keigun observation nodes. Also wanted for information in the disappearance of Seiji Yasuo.​

S. Rukongai Nobility, Muraki Marise: A former Onmitsu Kidou Chief of Intelligence and record-keeper. Marise vanished during the early years of the the Great Hollow War, just after Captain Inoue Taka was killed. She was presumed dead but subsequent sightings in the mountains of northern Rukongai and evidence in the form of handwritten notes left for certain people have many believeing that she is not dead.

Well, make it known that you're actively hunting them in this thread, but if you're going for a bounty (yes, there'll be an item reward for each of them) I highly suggest that you go in a party. These people are either skilled themselves or will have connections to skilled people.

Remember: Blue = captured alive, Red = dead or alive.

A few like Seiji Yasuo, Maehara Junko, and the Twin Plagues of the Red Moon are known for their combat prowess, so it'd be advised to only tip them off to the higher-ups. However, if there's a chance where you can knock them unconscious somehow, by all means take it.

Yoshida and Hatomaru are roughly VC-level. Sunan Kyra has advanced Kidou, at about the level of a Captain, but no martial skills. Lastly, Fujiwara is nothing but a simple scientist, but she may have connections to those who can hide and protect her.

Getting everything streamlined was a pretty large chunk of my time last week, so I'm only now getting back to these posts.

*Sunan Kyra is all yours Saff, no need for me to go into what you need and that Judge is more or less expendable.

*Hatomaru Manabe is still up for grabs, but it seems that you three want a piece of him. One of the reasons why I let this thread go idle for a while was because I wasn't sure on how to approach some of these NPCs fully yet. IM me for a dossier on Manabe and you guys are set to go.

*And as you can guess, the Twins are now under our custody.

So basically to sum it all up:

*Yoshida Kikuchi's been taken by Mak.
*Seiji Yasuo is sorta off limits.
*Sunan Kyra was taken by Saff.
*Hatomaru Manabe, hmm, Kioh, ten, Iggy, you guys still want him?
*Fujiwara Ako has also been taken by Mak.

As for the three red names, the Twins are now apprehended and Maehara Junko is in the same boat as Seiji Yasuo.
