Reviewing Tsubaki/Sayis FA:
Due to talking with Haresuno/GMs and us trying to figure out what the powerlevel of FA should be, this one needs to be scaled back. Since my FA which was based off 5% of Arano's and Ciro's reiatsu seemed hefty enough 10% of Sayis + kidou + 20 % of Tsubaki seems a bit over the top. While this one specifies a single target, seeing that the kidou could for all we know be anything form meteor rain to shou, it's pretty much assumed that thing around it are going to get screwed as well. So, I'm proposing scaling back the costs to match current ones. Maybe 4% of Sayis reiatsu + kidou and 8% of Tsubaki's?

[ Tendou Hikuu ] - 転動秘空
(TurboEther)
With a big ol' railgun for an arm, the utilization of a completely offensive-oriented battleplan is the norm for Rafa. It is because of this, along with the already unwieldy nature of a giant cannonarm, that any kind of defense on the battlefield is impossible - even despite his fortitude-heavy stat build. By ignoring the benefits of the "True Grit" AH Base Tech, Rafa shifts all focus into Reiatsu regeneration.
With this sacrifice, Rafa can add to his reiatsu recovery allotted by the "Balance" base tech. This is manifested as the constant 3% regeneration giveback, but he can access 5% reiatsu giveback as soon as he enters True Awakening. In Overdrive, Rafa can execute a one-time 10% reiatsu regen, after which regeneration is returned to 3%.
So, turns out my unique feat was MASSIVELY OVERPOWERED. Who'd've thunk it? So I've limited its battle uses and seek your approval. I consulted my faction leader and the original person to approve it on this limitation, so there's that.

Though Urashimaha, the normally quite weak force of gravity now being exerted by Adelaide’s reiatsu grows dramatically stronger. Adelaide can pay 5% of her reiatsu for a single turn slowing down the world around her based on the cost of sustaining the field. Though Adelaide doesn’t have conscious control over this ability’s activation (the ability can manifest spontaneously at any time it normally could do so, or be purposefully activated), she can exclude up to two people.

Because the dilation field is an exceptionally unstable expression of reiatsu, situations where other highly erratic fluctuations in reiatsu exist, such as battle, compound the instability of the field and therefore its use becomes more limited. In combat situations, the amount time is slowed is greatly reduced; now only being able to reduce the world around her to only half of its normal speed. Additionally, in these situations the field cannot be maintained longer than two of Adelaide’s turns before dissipating for a minimum of three following turns.
GM Reviewing Tsubaki's Bankai Ability.
Bankai Ability: Scales of the Titan Lord, The Seven Tragedies of Man
Reasons for Change: This ability possesses too many effects to be a single ability. Firstly, the reduction of a fatal wound to that of non-fatal has also been expressed in a unique feat which is bankai-level. This would constitute this effect be worthy of its own slot alone.
Secondly, the ability to ignore minor and moderate wounds is seen as a direct upgrade to the previously mentioned Shikai Ability. This provides a powerful, substantial boost to one’s durability in a fight and very clearly deserves its own ability slot.
Thirdly, the ability to automatically and passively reduce the severity of any and all major wounds to that of moderate is a very powerful ability which may have been used in conjunction with a single other affect, but not all of these.
Finally, the ability to not only inflict a mental injury on an opponent with no cost or drawback whatsoever is frankly broken in its own mechanics. This ability provides not only a free ability that is activated automatically and with no room for avoidance or nullification, but it specifically circumvents all potential ways to resist or endure its affects. As its own ability I would be hesitant to call this acceptable. It possesses no cost, no drawback, no cooldown or otherwise regulating effect, and with the amount of Releases and Feats and other abilities which deal in mental injury, all of them appear to possess limiting factors except this one.
Frankly, this ability is broken. Not only is it doing too much for any single ability to possibly be capable of doing, but it is in possession of at least one ability that is flat-out broken.
Proposed Changes: An ability is one ability, not four. I would propose a resubmission be allocated to Beaks for the purposes of reclaiming a new bankai ability that is properly regulated and limited under the supervision of an impartial GM.

Rider-Waite - 0% Resonance:
Those caught within Ciro’s gaze instantly become nothing more than a pawn to him. Locking eyes with the Advent allows him to gaze deep within his target, allowing him to flip through their memories as if they were nothing more than a storybook to him. The event happens in an instant, almost unnoticeable to those who are not familiar to his abilities.
By paying 100 reiatsu, Ciro can read a memory of his choice. He can choose the parameters of the memory he chooses, allowing him to select from a wide-range of emotions. The moment Ciro reads the memory, if he so chooses it, the target experiences intense flashbacks of the moment.

Reason/Proposed Changes:
To be "caught within Ciro's gaze" is quite arbitrary and acts like an auto-hit. There is also no stopping him from reading battle tactics during a fight. Since it is so similar to Lilith Maikeru's unique feat, I suggest that they both have the same limitations.

Among the house of enchanters there is no school of magic more widely appreciated then that of illusions. Those without experience will tell you it is useless, and that evocation or thaumaturgy are more valuable. Yet when it comes down to the visual abilities and sensational effects an illusion can have (especially when well crafted), they are quite hard to beat.
Doubly-so when most enchanters are tricksters who revel in the numerous applications of misdirection and pranks.
As a major enchanter in the Gotei, Haresuno cannot deny the fact that he has used some types of illusions (mundane or magical) for his own benefit. By mixing his acute attention to details and weaving the powers of a shinigami behind this skill, he pays 2% of his reiatsu for an illusion whose measurements are no bigger than 5 feet long, 5 feet wide, and 10 feet tall. These illusions cannot be created mid-combat, and the details are so realistic that one could interact with them accordingly.
These illusions need not be stationary, or of scenery or objects. As long as the illusion fits the parameters, it can be moved to Haresuno’s will and act as Haresuno sees fit.

[Item Physical description]
A black leather writing case that hangs from the belt, later adapted for the inside of Captain Sayis' haori. Opens from the top and has a space with enough room for one or two books. There are compartments for paper, ink, and quills, as well as sealing wax and a pair of scroll weights.
The most significant item inside is a relatively small notebook with a black leather cover. The pages inside are a pristine white and the cover has a smooth but pebbled surface. There is a small quill stored in the spine with a very fine tip. The inside of one cover has the signature of Wisteria Rosenthal sprawled delicately across it.
[Item abilities]
The item passively draws a negligible amount from Sayis' reiatsu, using it to refresh or repair the items inside. The paper and ink replenish in time, and any damaged texts regenerate while inside. If in a hurry, Sayis can pay a direct cost to speed up these actions at a rate of 200 reiatsu per page or scroll, or 500 reiatsu for a book. This near-instant repair can only be done out of combat.
The notebook is essentially a log book, keeping a record of whatever is written inside it, things that are said in its general area, and memories or thoughts that the owner specifically aims at the notebook. While it only appears to have two hundred pages or so, the true limit is unknown: regardless of which page it is opened up to, the book will show what the owner is looking for, so long as it is recorded inside. Unfortunately, without knowing what to look for, it is difficult to pull up new information. It is thus limited to what the current owner has inscribed in the book personally. It is uncertain how much forgotten knowledge is contained within or how many owners the book had in the past.
Kaki Tsudukeru feeds on Sayis' reiatsu, and thus the effects seem to grow stronger the longer he possesses it. When he has a person sign his notebook, as a sign of respect and solidarity between them, it creates a bond, and those bonds may now take a more tangible impression. By paying 1000 reiatsu per person, Sayis can synch up with a person who has signed his notebook (within 50 ft), and gain access to all of the kidou they have prepared, until the end of combat.
[Acquisition of item]
In a training session with his captain, Sayis' original notebook was damaged beyond repair. He later received a new notebook as a gift from his fellow officer Wisteria. Reflecting on the previous training accident, Sayis feared something similar happening to Wisteria's gift. That, along with backache from constantly tucking the books behind his belt, prompted him to seek a commission from the 9th Division. Surprisingly, Captain Saika Rakushun himself accepted the task... for an exorbitant fee. The effects of the writing case awakened certain latent power inside the notebook.
Nothing big, just adjusting the reiatsu output/cost of Koku just to fit it better in its rank.
70Kokuryuha - Hadou #70, 1500 Kidou
Description: The user stretches out his hand and his arm is covered in coruscating blackness. With a screeching hiss, the ebon flames are unleashed in the shape of a ravenous black dragon. Upon contact, the hungry fires will burn for three rounds, unquenchable by normal means.
It takes an ability of a greater cost than Kokuryuha to extinguish the black flames.
Incantation: The black serpent rises, the winged beast roars. Flames of Heaven and Hell converge, scorching the land in its fury. Corrupt dragon of the East, purge this world of life. Hadou #70, Kokuryuha.
I suggest changing it from 1,500 to 1,750
I'm submitting my unique feat "What Lies Beyond the Glass Veil" to change a single detail on it.
I talked it over with Hiren after asking him how I could go about properly buffing this. As it stands its not bad, but it's a severely limited feat that needs Haresuno to be outside of combat to use, and I don't think there will be many instances where that will happen. I propose that the bold line above be changed to read:
Because of the complex nature of illusions, even with Haresuno's expertise, he can only sustain up to two illusions in combat which can act accordingly to his will, and whose details are so realistic that one can imagine themselves interacting with it normally.
Hey GMs! So, I'm planning on doing a stat redistribution with Vincent, shifting form Zanjutsu to Hakuda, and I realized my current Shikai wouldn't work for that. So this is mostly just to change the form/aesthetics of my kai. I do, however, want to change one thing in one ability, though, which I will make special note of.
Original ShikaiRelease Form: Insontis, when released, takes the form of a guan dao. The weapon is five feet long. The staff is made of a light wood, with glyphs, kanji, and various other words inscribed along it, not all of which are known languages. A silver ribbon, about two feet long, is tied to the staff, just below the blade. It too is covered with various symbols written in red.
Ability: Industria
-This ability serves to exemplify the virtue of Diligence. When this ability is activated, the ribbon on Insontis begins to glow a bright gold. It extends in length and spirals around Vincent, creating a spherical shield. This shield acts the same as the spell Tangent. When a force, be it physical or kidou-like, strikes the shield, an instantaneous burst of energy repels it. Because this is instantaneous, Industria is useless against constant attack, such as a Cero. This ability costs 5% reiatsu and can only be used 3 times per battle.
Ability: Temperentia
-This ability serves to exemplify the virtue of Temperance. Temperentia allows Vincent to channel his kidou through his Zanpakutou before casting it, increasing its power. When activated, various symbols on the ribbon begin to glow as the spell is channeled into the weapon. Which symbols light up seems to depend on what exactly the spell being amplified does. When used on its own, Temperentia adds an additional 25% cost to the kidou channeled, and increases the output of the spell by 25% (damage, duration, etc). If used in succession with Industria, the kidou channeled costs and additional 50% and increases the output of the kidou by 50%. This ability may only be used once per turn, and cannot be used in conjunction with any form of double-casting.
New Shikai:
Release Form: Insontis, when released, takes the form of a pair of gunmetal gray bracers. They extend from just above his wrists to just below his elbows. Random sigils and glyphs are etched into every inch of the gauntlets. These symbols glow with a bright golden light when Vincent activates any abilities. Also, because the right bracer covers his Arcane Signature, the bracers themselves serve to channel the powers of the tattoo, allowing Vincent access to all related techniques that require the Signature.
Ability: Industria-This ability serves to exemplify the virtue of Diligence. When this ability is activated, the symbols on the bracers begin to glow, then project the symbols around Vincent in a dome shape. The dome acts as a shield, protecting Vincent and those around him from physical and energy based attacks. The shield only lasts for one round, repelling all attacks until it is overpowered. This ability costs 5% of Vincent's reiatsu to use, and can only be used three times per battle.

I changed Industria from acting like Tangent, i.e. an instantaneous shield, to lasting one round, which now allows it to defend against enduring attacks like a Cero, rather than just instantaneous attacks like Soukatsui or physical strikes. I feel like, between having a turn limit on it AND having it be limited to instantaneous attacks, it was underpowered, so I removed the limitation I would prefer to see go. Other than that, just aesthetic changes, like I said.
Clairvaux - Crafted and tempered with the same resilience as a Zanpakuto, the Clairvaux shield is a collapsable and slimmed-down design built for heavy combat. Built for portability as well as durability, the shield can be compacted down to the size of the average book and can be affixed directly to the Ascalon gauntlets.
Ability - Each Clairvaux is attuned to a specific person's Reiatsu signature, and once a bearer has been chosen no other may properly wield it. On the bright side, this attunement means that the shield can expand and collapse at a moment's notice, requiring only that the user mentally wish it open or closed. The symbiotic relationship also makes the aegis substantially lighter for the chosen bearer, reducing its weight to mere ounces rather than one dozen pounds. While possessing no other impressive traits each Clairvaux is a true and faithful companion for the Blood Templar that respects it.
The user's prowess with the Clairvaux is determined by their skill in Zanjutsu, and the shield's durability is also based on the same stat. Is is vulnerable to purely reiatsu-based attacks, wearing down twice as fast when defending against them.
Hostilitas of Ego (Enmity of Self) - As those of the Arcane Specialists and Heralds of Death are privy to an instant sense of recognition, the Blood Templar are no exception to the rule. Upon receiving this technique the Templar adopts a secondary title to which their name and reputation is inescapably tied, as well as a brand of their own choosing applied somewhere visible on the body (Similar to the Limiter Seals). Through these bonds of fame or infamy, each and every soldier from those without seats to the Captain herself are held responsible for their actions without respite.
In time the Templar learns to turn these liabilities into strength, drawing resolve from their burdens to bear. This manifests as a 15% refund on any skill or spell used once this technique is learned. The 15% applies to the Reiatsu expended for the cost of the skill, attack or spell, and not the user's Reiatsu pool as a whole.
Sacramentum of Cruor (Oath of Blood) - The bonds of honor and the rigidity of one’s code may seem needless shackles to some, but in experienced and enlightened hands they can prove weapons as effective as a naked blade in defense of those they love. For a cost of 3% of the user’s Reiatsu, the Templar makes an unspoken oath to stand fast in the face of death, absorbing 50% of each attack made against them. This does not reduce the effectiveness of the attack in question, but half of the Reiatsu used to wage it is absorbed by the Templar. This ability can be used once, gaining another use per 5,000 reiatsu, maxing at 3 uses, and provides no additional defense against wounds or damage, merely the determination to continue fighting against all odds.
Acquisition: Training Collab, 9th Seat and higher, cannot utilize Cruor of Adamans in tandem

Named after the sutra recited by those who wished to invoke the good-will of the rain god Zentatsu, the ability of Akio’s final release is a testament to the powers of the Dragon King. The manifestation of his desire to heal the world, Zennyo calls forth a great black cloud to take over the skies in his subjugation of heaven. From the mass of coruscating ebony comes a downpour, consuming the radius of the cloud-cover in its entirety and establishing the domain of the Dragon King.
Within his realm of influence Zentatsu has control over all manner of water. The rain, being the most abundant source, is his to control, and by extension, his wielder’s. With a mere thought, Akio can summon vast quantities of water to aid in the creation of any attack or defense imaginable, using the massive spear and his own body as a means to conduct the path and manipulate the shape of the insurmountable quantity of water within his control. In a manner similar to the weapon’s initial release, energy can be applied to any manifested construct, maximizing the potential it has to function as a tool in combat. For this, Akio may pay any amount of energy that may not exceed 15% of his maximum reiatsu in a single turn. Likewise, by paying the cost of any ability that attempts to claim water or ice as an affinity within the domain of the Storm Caller, he may nullify the power, exerting his superior control of the element. The speed, precision, and accuracy of the water-manipulation is determined by Akio’s zanjutsu statistic (including any accumulated bonuses). The radius of the storm is thirty meters.
[ Seigetsu ] - 霽月
(Moon Shining in a Rain-Cleansed Sky)
With the integration of both wills and powers granted by the ascension to this new level of power, Akio and Zentatsu are capable of achieving perfect harmony between their respective strengths. Through the fusion of their energies they can compound their chosen specialities to create a single, unified ability. By calling forth his mastery over the healing arts, Akio can temporarily influence the vast rain itself, imbuing it with any prepared chiyudou that he has at his disposal (so long as it can be channeled). As a result, the spell will begin to heal wounds based on its parameters, so long as the water makes contact with the injured, and they fall within the storm’s range (Akio included).
While it is true that the rain can breathe life into a land that is wrought with drought, it can cause destruction with the same amount of ease. Known enemies may be excluded from the healing effects of the empowered storm, and instead have their existing wounds begin to degrade progressively based on the description of the spell, provided the water makes contact (the energy restoration is not present during Seigetsu’s adverse effect).
Activating this ability requires that Akio must pay both the cost of the spell and 5% of his reiatsu, and the duration is dependant upon the spell at hand. Spells without a specific duration may only be channeled for three rounds, however.
With the rise of Akio’s final resolve, the Storm Dragon’s true form is called to the realm of the tangible. Upon invocation of Ban Kai, a shimmering wave of azure energy begins to emanate from the blade before it grows to consume Akio in his entirety. In a furious spiral of water that rises to pierce the heavens themselves, Zennyo Ryuou presents is presented.
Foregoing the confinement of use offered by a basic sword, the final release returns the weapon to its form as manifested by the zanpakutou’s previous incarnations: a large spear. Though not on the same massive scale as before, the omi no yari styled polearm measures six shaku in total length (approximately two of which account for the blade). Thus it still exceeds the height of it’s wielder, while simultaneously offering more control. Because of it’s make, the weapon boasts a sturdy light-colored hardwood shaft and a thin double-edged blade. Though mostly seamless, the weapon has a short length of scarlet cloth knotted just where the wood and steel meet like some war-torn banner. A decorative zig-zag pattern marks each side of the blade, vertically down the center. A cap fashioned of steel and made to resemble the face of a snarling Chinese dragon covers the pommel of the slayer and is truly the only ornate component of the piece.

GM Reviews: 11th Division Edition
Reasons for Review: This provides a passive durability that exceeds any unique item based purely on the fact that it is equivalent to a character stat. Tying an item to a character stat is disallowed in the case of durability or effect, and without an active cost one is receiving what is essentially a free shield with a poorly written-off manner to negate reiatsu-based attacks.
Proposed Changes: Give it an active cost to determine its 'durability' for blocking attacks, allow this to block any manner of attack with full barrier rules applied. Breaking the Clairvaux disallows it from being used the rest of the fight, it may be reinforced with fresh costs etc etc
Reasons for Review: This is a free cost reduction (something that is repeatedly stated to require a cost before benefit) and one that is almost bankai level for its scale. This applies on a % base which scales massively with reiatsu expended, and applies to any skill, which makes this a bankai level ability immediately.
Proposed Changes: A new technique, or a flat-cost cost reduction which lasts a certain amount of following rounds after the initial cost has been paid. (i.e. Pay 1000 Reiatsu on Turn One, receive a reduction to certain techniques or abilities for the following 3 rounds by 1000)
Reasons for Review: So...let me get this straight. Pay 3% of your reiatsu and you proceed to absorb half the reiatsu imbued into whatever just hit you. Even the most basic of scaling principles should say this is broken. It's applicable against any attack, usable more than once (which scares me frankly) and hand-waves in a secondary effect that has nothing to do with absorbing reiatsu (which is pretty frankly another Rei Genkai clone). This is a bankai-level ability, pay an almost insubstantial fee and get a massive return with no waiting period. It's Oushurin on meth.
Proposed Changes: A new technique.
I would like to GM-review my S-Tier item Ame-no-Murakumo-no-Tsurugi to alter some things it had. Changes include physical appearance of the blade, and the removal of the fire portion of the blade - mostly because despite making sense in terms of my character, it did not make a whole lot of sense in terms of the blade itself - as well as a clause that lets Nana reforge the blade through pain and hard work if it gets broken somehow.
Fujin-no-Tsurugi (天叢雲剣)Ama-no-Murakumo-no-Tsurugi – "Fujin” for short – takes on the form of a silver katana, with a white tsuba and black tsuka.
“Sword of the Wind God”
Having been forged from the spirits of old, Fujin is as strong and durable as a sealed zanpakutou when wielded, and can be reforged as long as a single piece remains intact.

By paying 2000 reiatsu while in its silver release, Murakumo encases the wielder’s entire arm into a raving, transient wind vibrating so intense that it cuts anything it comes in contact with, reverberating with a high-pitched tone throughout the battlefield. This vibrating wind lasts for three turns, unless released earlier, at which point the wind ceases.
By paying an additional 1000 reiatsu, the wielder can opt to make the next swing release the full extent of the vibrating wind at the enemy – this may also be executed upon physical contact.
Changed the Bankai form, re-worded the ability (it does the same thing), and changed the name of the first attack.
This feat is denied due to the fact that True Grit already gives you a massive debuff (5%/8% AND FREE). To top it off, the way you've got it worded here makes it sound like your not spending any reiatsu at all. Period. You spend 1k, but your rei increases by 1k. Unless you meant this to be some sort of pool similar to how overdrive works (I think I'm using the right example here), then that's all together different and shouldn't be increasing your reiatsu.
GM Reviewing my unique feat: Senzai

A human who has stared down death time and again, yet emerged alive (yet scarred), Arano’s very existence appears to defy all conventional odds. Only now has he taken such an endurance and refined it to such a point as can be unmatched.
For every point of reiatsu Arano spends, his existing spiritual pressure increases by the same amount. This in turn increases his capacity to continue fighting, as for every 5000 bonus spiritual pressure he gains, his True Grit increases in strength by 1%, for up to a maximum bonus of 10%.
Was Denied For:
- That the feat increases Reiatsu stat on a regeneration basis.
- The technique being enhanced was sufficient enough and was free in nature
- That the feat empowers the technique with a bonus 10% Fortitude passively.
Reasons for Review:
In handling the reasons for denial:
- The feat does not regenerate reiatsu, but instead increases one's spiritual pressure (i.e. the literal pressure).
- This is a unique feat, which occupies one of two slots that a player gets at any one time and is stated to be bankai in level.
- The understanding that this feat is free is ludicrous, for the fact that I plainly state that the feat only activates upon spending at least 5000 Reiatsu (which results in gaining a bonus 5000 spiritual pressure) and only gives a marginal effect, which then stacks upon repeating the effect. Factually, this means I don't gain my full 10% bonus to the technique until after I have spent 50,000 Reiatsu.

In its dormant state Misogi is embedded directly into Ciro’s right hand. While dormant, the supernatural material causes spiral shaped markings, colored a pale silver, throughout his hand and extending up his arm. Furthermore, the markings extend across the right-half of his face.
When given enough reiatsu, the material reacts with his energy signature, and activates. The material coalesces as a small sphere, a color similar to pure mercury, and revolves around his body. The size of the sphere is roughly the size of his fist and has a durability relative to even zanpaktou.
Ability:
Due to being merged to his body when dormant, the material has taken quite a liking to Ciro’s reiatsu. Likewise, Ciro has found that his control over the material is much greater than with any of his other created items.
The substance is self-replicating, allowing it to create additional mass at will. Doing such, it can increase its weight to occupy a full 10 square meters, growing at a rate of 2 meters per turn. Furthermore, it can be directly affected by any of Ciro’s substance modifying feats and kai techniques, allowing its shape to be easily modified.
Though its amorphous state makes damage nearly impossible, any physical or energy-based damage sustained reduces any solid state it assumes into nothingness, forcing it back into its liquid state. Regardless of its state or shape, Misogi may be recalled to Ciro by paying 1000 reiatsu, provided it is within 10m.
Ciro can always lift Misogi.
Changes:
- Remove the fact that a stray punch or cough can instantly return Misogi to its original state
- Have the created item durability based off the rei Ciro pumps in through his feats/kai

However, once modified by Ciro’s feats and kai techniques, the item’s durability is based off the amount of reiatsu Ciro paid into the substance through the feat or kai ability. Regardless of its state or shape, Misogi may be recalled to Ciro by paying 1000 reiatsu, provided it is within 10m.
Ciro can always lift Misogi.
