"Prove it!" he retorted with a bellow, confidently lifting his massive tear-shaped shield horizontally to intercept the attack. With the angle of Oni no Namida's surface, if there was the slightest falter in Kago's strike, the falchion would scrape harmlessly off toward the pointed end, toward Shahei's elbow. The blue-haired giant locked eyes with the would-be captain over the rim of the shield, muscles tightening in anticipation.
Churning with the raw power of Jin'ishi and sharpened to a razor edge by Togitate, the heavy blade of Kago's Bankai cut a swath of shimmering blue and burning gold through the air. It ripped through the invisible obstruction between it and Shahei's shield like so much paper. The two zanpakuto collided but there was no metallic clamor. Instead, Kago's sword chimed one impossibly clear note that reverberated through the air. A single straight line of energy sliced above and below the point of contact, visibly tearing into the shield, but its diamond-like surface held strong, without a blemish or crack to mar its surface.

The backward slide halted almost as soon as it began, but the result of the clash was clear: in the test of raw strength, Kago had emerged victorious.
With a laugh, Shahei congratulated his opponent. "That's how it's done!"
Then, the Gundanchou straightened, lifting his shield and Kago's falchion tip. All the momentum of his swing lost, Kago was now clearly at a disadvantage again in strength, and as their eyes met again, there was a sly glint in Shahei's eye.
He dropped the tear shield.
The ground cracked under its impossible weight. Even up atop the cliff, the onlookers could feel the earth tremble from its fall... and Hayabusa's edge remained right where it had kissed the shield.

Since there was no audible or visual cue, I assumed that there was no spell being cast via Togishi, just a sharpness enhancement from Togitate.
Shahei's shield is unnaturally dense and heavy. While he is able to lift it effortlessly, it would take something on the level of Fruit of Labor or Internalize for an opponent to lift it.
The final ability of his kai locks objects in contact with Oni no Namida. Consider it a binding that takes a minimum of 10% of Shahei's rei to break (approx. 5400 in shikai).
