Perhaps I've been going about this the wrong way. I try to help, they call me an idiot. I tell them information, they distrust it.

Leaning back in the chair, Tsubaki propped her feet up on the table that separated herself and Hisao, giving him an impassive glance in the process.

Until these boys are done beating their chests at each other, I'm not going to offer anything else.

With a somber nod at Zakki, Fukushin remarked, "I am most concerned for those who feel no unease." The enigmatic man leaned back in his chair, adopting a serious expression. For a moment, he rocked, letting the actions play out on the other monitor as he gathered his thoughts. "Every association must begin from multiple individuals who share a purpose and a goal. This can be as simple as a desire for money or even grander designs to shape the world to a new vision. Truly great organizations are usually born from the greatest of aspirations.

"Picture it like a sword, newly forged.

"Just like a sword, no matter how well you keep it honed, polished, sharpened, it will never be the equal of when it was new, when it was at its purest, at its sharpest, truest in its purpose.

"It is important for you to see the fate of a sword that has lost its edge."

“Can we please hurry up this meeting.” The old man said getting up and walking towards the window. “I’m already nearly dead of old age, can you give me a reason why I should waste any more of my precious time watching this crap? You’ve had your answer already, I don’t see the need to torture us with boredom.”

With a long mocking bow the elder vizard turned towards Ciro, “My apologies Mr. Martelli, when I heard to gather the leaders I thought it would actually be important. This however is a waste of everyone’s time. Please do not cut off my funding because I was mislead.” With a bitter laugh the old man took to watching the window.

"Ohh Hisao... You could leave at any moment." Fukushin's smirk returned and he drummed his fingers against the armrests. "I have nothing holding any of you to this room, except the promise that the actions here will be very relevant to you all. As stated earlier, I have no proof of that. It is possible that it is nothing more than a random whim that urged me to show this to you, to let you in on one of the most significant events occurring in the worlds beyond this one. It is possible that I simply wish to inconvenience a roomful of very powerful and important individuals for my own twisted amusement.

"You know better, though.

"Even so, you are certainly free to go. Go, without seeing what becomes of the anarchists that killed so many of your fellow Keiratai. Go, without finding what happens to the council which threw you into exile. Go, without discovering the fate of those who served with you and helped train you." The white-coated man shrugged. "Go, without ever knowing why you were here to begin with.

"That is... if you can."

Fukushin is doing something rather unheard of by showing Soul Society/Seireitei to the living world, in real time. I'd think the humans, or at least Ciro, might be more interested in gleaning as much information as possible from the opportunity. Hisao, as described above, has a lot of reasons to be interested in what's happening. I'm not going to spend turn after turn repeatedly selling the fact that this is important.

Next person that wants to be edgy and act uninterested: walk out.
 
“Then tell us Fukushin,” said the red-eyed man as he leaned back in his chair again, “Give us some answers about what is occurring here. What I see is a riot. On Earth, at least, the signs are unmistakable. They riot for a reason. They riot under a unified ideology. They want something out of this, something that can be gained from going directly to the government.”

“If it is truly their intended desire to bring democracy to the afterlife, then this obviously has transcended past that. It is no longer a riot, it is a revolution. Which brings me to my next point,” said Ciro, as he looked directly at the mysterious man in front of them, “Why has the government not reacted?”

The cloaked man breathed out, before closing his eyes and muttering under his breath dozens of scenarios which similarly occurred on Earth. “In any country, if a group of people were to gather right outside a government, they would immediately respond. This is odd though, since I see no outward struggle at all. In a monarchy in this world, they would have struck down the protestors immediately, but if that is so, why are they able to freely organize?”

This time it was not Fukushin, but Arano who answered the question. "Simple, they're unaware of it. Displaced, distracted, disorganized. Put a million titles on it but a military force is only as organized as its most predominant member – Sayis Inuzuri."

Looking about at the gathered members, the youth kicked off the wall he had been leaning against and approached the central table where a majority had been gathered around. "They are not responding because they do not know to respond." His eye flicked to the screen, then back to the gathered individuals, "the blade is dulled, and so we are being shown its final trial.

"We faced a similar trial not too long ago," He continued, a slightly somber tone taking hold of his voice. "When the skies of Tokyo darkened with not shinigami but human enemies, and so the floodgates were loosed and that very military was loosed into the city."

He sighed, turning a weary gaze to Tsubaki before once more refocusing himself, the somber tone ever-present. "We were dull then, too, yet our final trial only served to make us stronger. What I believe Fukushin is showing us, and asking us, is if we would prefer this blade to be reforged...or snapped."

“Reforged or broken the blade will still be a blade and as such can still kill.” The old man said simply. “Even if by some small miracle Sine Qua Non takes over, they have already proven that have just as little regard for the mortal world as the Judges. At least the judges never intentionally barricaded Tokyo and released swarms of hollows and the espada against the populace. You may argue their inaction cost as many lives, however forgive me if the idea of men who allied with the Espada of Los Noches ruling the white city doesn’t appeal to me.”

“Though,” said Ciro as he turned to face Hisao, “The thought of being allies with the men and women who joined the fabled Vasto Lordes a few years ago is not as shocking? From the looks at what Fukushin is showing us, they still are in the early phase of revolutions. They are attempting to storm by shock and awe, as a group.”

“You may be right that the Central Forty-Six has never purposely barricaded Tokyo, but that does not mean that they are saints of any sort. Inactivity shows apathy, which by itself is a sin on the same level of violence itself,” said the Chairman, “The Sine Qua Non have been brash in their manner of terrorism. Releasing swarms of hollows in Tokyo shows a particular lack of discretion upon those they hurt. Quincy, Mortals, Vizards, Humans, they were all seen at prey during that attack.”

“However, the Central Forty-Six is a threat because they individually strike down targets which fall out of their favor. The Quincy, eliminated to the point now where only a handful remain. The Vizards, like yourself, hunted for not fitting the mold they deem fit. Awakened Human, who for now seem to alright in their eyes, but honestly, I fear the day when cannot amuse them any longer,” he said in a dryer tone of voice.

“You wanted me to select a side, oh wise man,” he said looking at the television screen directly, “I choose Sine Qua Non.”

"I may be new to all of this," Ayako finally broke her silence, "But this is starting to sound more an more like lunacy. You ask us to pick between two sides that have both shown casual malice, even if unintentional, to Earth and every person on it. To be certain Tokyo is at the centre of these events and these wonderful sword references are getting us no where."

The medic's fingers drummed nervously as she spoke for certainly she felt like a mere ant to the presence of the others in the room, only the thought of a certain Nanny calmed her in the least. Evoking the ideals that her friend was fighting for half a world away she continued, "Unless there's a third option that's a bit more I fear for the people of Soul Society as well as here, I mean replacing a tumor with a cyanide pill isn't healing anything. Certainly if both these Judges and Sine Qua Non are harmful then neither should be seen as a fit option. Perhaps, even if it is crazy, we should see what the Shinigami will do with this information before acting. Sayis may be a 'dull blade' as it was put forth, but at least he's not apparently inept or bloodthirsty. Regardless of what you all decide I'll come along as support to ensure that no innocents are hurt in our soiree, but don't expect me to be happy with any vindictive plots."

With that she nervously drew her hand off the table and whispered in a most mouse like fashion, "I'll shut up now, thanks."

I know the people in the room are supposed to be impressed by the live cam, ignoring that with Ayako for obvious reasons. Hopefully I didn't miss anything in the previous bits of conversation as I just wanted to have her add her two cents to the lot.

“You are always so hasty Ciro,” The old man said with a grin. “It is one thing to hope that Sine Qua Non wins, it is an entire different matter to support them in their victory. Doing so places us in the line of fire. I will go where you ask Chairman, but you are fighting a heavily one sided war unless SQN has many times their number in hiding we would still be fighting an organization with a standing army well over thirty thousand soldiers at their command between the Gotei division, Onmitsu Kidou squads, Noble squadrons, and the Kidoushuu. We will have maybe a thousand soldiers if we bleed earth dry of anyone with some amount of spiritual pressure who is not an immediate liability. Everyone here should understand one thing clearly; if we do this we win or we die, there are no other options.”

The teen looked ready to continue the conversation, but the sudden flash of movement on the screen brought distraction to the entire room. The white-clad figures surged forwards, their forms choking the bridge with their mass as they bore down upon the chambers.

It was the sudden blast of movement, an absolute refusal of their entry inside as some of their number tumbled helplessly back into their comrades. "It would seem that time is running short."

Arano turned to those gathered, the grim line of his mouth betraying his hesitance about the situation. In his haste, he felt himself slip into the speech of a Chairman, the rehearsed vocabulary of the diplomat he wasn't. "Those gathered, we are at a crossroads. As the Cerberus Tokyo Director of Independent Contracting, I place my support behind the decision made by Chairman Ciro Martelli."

His eye roved over the assembly, licking his lips and mustering what courage he could. "We will not wage open war on the shinigami for the simple fact that we cannot." He paused a moment, gathering his thoughts. Then, "I suggest we send an advance party.

"If all that has been said is true, then we are declaring quintessential war on one of the most powerful military establishments in existence. To send our entire force at them is both reckless and futile. In such a situation where our only option appears to be pre-emptive action, guerilla tactics and hit-and-run fighting are our best options." He almost seemed done, as he lapsed into a brief silence, before once more picking up.

"Violence cannot be our first response, but we cannot ignore the goings on of the shinigami. If we do not play our hand in this, we show vulnerability and ignorance. It will be our very knowledge that this is occurring that will give them pause for thought. If the thought that humans are knowledgeable of Soul Society does not deter them from violence, then it will be out of our hands."

He looked to the Chairman, words flittering through Kairososhi as quickly as he spoke to the rest gathered. You know what happened to Nora when we were last called upon by spiritual powers. You and no one else here. This must be your decision, Ciro.

Hotate had a dark shadow over her face. This conversation was going to a bad place. She was still leaning against the back wall but her arms were folded even tighter.

"I won't fight the Gotei, neither the shinigami nor the C Forty Six. Regardless of motivation or goals of either side, that is my bias. I will still keep you guys safe though as that is even higher for me, just don't expect any actual combat," Hotate said. She was specifically looking at Hisao

She looked around the room once. There was a slight slowdown when her gaze passed over Silas and Hitome. The advent humans barely came into focus before she turned past them. The only person Hotate wasn't sure about was the Captain of the Eleventh.

Under all of the noise Zakki's sharp intake of breath at Ciro Martelli's decision to throw his support behind a rebel faction was masked but the pale waif knew he had to stand shoulder to shoulder with the Chairman. His loyalty had been found lacking once before and it couldn't be suspect now. Arano's notes of caution were well placed and the lanky young man was actually glad for the presence of a person he'd once despised.

All of these names - Onmitsu Kidou, Gotei and Kidoushuu - were unfamiliar but they held a certain ominous weight as Hisao spoke them and it was readily apparent that they were dealing with a serious fighting force. What Zakki was about to say would be obvious to most of the people here but he felt like Ciro needed to hear it. There was an eager light in the Chairman's eyes that worried the ghostly young man. Arano had set him up nicely with his own statement.

"I ,too, stand with Chairman Martelli. I also believe that what Arano here says is true. We'll have to wage asymmetric warfare. I would add to the list of his tactics one that is crucial - espionage. We have to gather as much clandestine information as possible and use all of our resources to do so.Further to this we should also try to find ways to sow dissent amongst the ranks of the shinigami. It does help that we have Tsubaki, Hotate and Hisao in our ranks. They can provide valuable insights into the motivations and mode of operation of the shinigami."

Leaning back again Zakki closed his eyes and listened. He was done speaking for the duration. Whatever happened now was out of his control.

Having made his presence sufficiently known, which was his real intention in coming, Silas unfolded his arms and turned until his gaze had obviously swept over his Vizard comrades and settled on Hisao.

"Well, I already said I don't care. I say let those SQN freaks rip Soul Society a new asshole. Hisao, if you see some reason we should fight, fine. But we should be looking out for ourselves before we just lie down to be pawns for the goddamn Central Forty-jackasses...again."

The Serpent spun on his heel and with little care given from anyone, he walked toward the double doors to leave.

"I'll let you figure out what these fists 'o' mine are for, gramps," he said, waving non-chalantly, "see ya."

"Oh, so now you want my insight. As opposed to ten minutes ago when you all wanted me gone." The comment was more scathing than necessary, but in itself that was a necessity. This collection of men and women were going to go up against the strongest forces the afterlife had to offer, and treating it solely as a matter of tactics.

Well fuck, I suppose I've already been branded anyhow.

"These are my terms, and if you have issue with them that's too damn bad. Firstly, I will be engaging in no warfare, covert or otherwise, against the Shinigami. None." The word was adamant, backed up by the unflinching resolve that was clearly visible in her face. "I know what the Forty-Six has branded me as, but I'm not a traitor. If they attack us I will not lift a weapon against them, but in kind I will not allow you to be harmed by them."

"Secondly, I am not here to wrest control of your organizations from you. However, if you have or uncover information that applies to this war, I need to know about it." Her eyes wandered from the Italian to the ancient looking Vizard, making silent bets in her mind at whom would be first to betray the trust.

"Lastly, I will be forthcoming and as honest as my knowledge allows about the workings of the Gotei and the Forty-Six alike. Do not betray my trust. The moment I find out that my knowledge is being used to kill Shinigami, to put the balance of worlds and souls at risk?"

"That will be the moment I remove you from this and any other existence."​

She stood, bowed to the respective heads of the organizations present, and moved to leave. "I am one of the strongest Shinigami to ever exist, ladies and gentlemen. When I left Soul Society I was engaged in combat with the only two stronger than myself, as well as hundreds of the Forty-Six's special forces. I am peerless at what I do."

Holding the door open in her wake, the Templar Queen looked back at the meager gathering of spiritual beings, letting a final reminder be her usher out into the world.

"Remember who you're dealing with."

The smile had vanished from Fukushin's face and he now waited, watching pensively, as the Soutaichou and the rest of the Gotei Thirteen's leadership burst from the building. In seconds, the full frontal assault had been halted and turned back... but now the two factions faced each other across a narrow bridge.

"Now you know where the military is," Fukushin remarked to Ciro's earlier question.

Shadows flinched, their forms wavering and undulating with silent rage as the youth locked eyes on the retreating form of the shinigami. A resonant crack slammed the door shut, a spider-web of darkness holding it tight. His form shook with all the weary anger that had been brought to bear against the world before, her words echoing against the silent room.

"She is cursed." His words cut through the tension left in her wake. "Deliberately impaired and yet the arrogance of shinigami seems to permeate even that."

His eyes locked first with Ciro's, then with Zakki's, the icy blue orb portraying all of the madness held therein. Violence simmered in his lean form, the soft crackling of energy threatening to break through the smothering barrier it was held in. "She was right about one thing. We cannot forget who we are dealing with. These are shinigami, men and women who take life and death into their own hands as easily as waving their hands, thinking nothing of it.

"We have seen what shinigami are capable of. We have seen their self-righteousness and indecision. We have seen their imbalance and arrogance. Like it or not, they present as much of a threat as any other force in this world." He paused, his words running dry as he found himself drawn closer to inarticulate rage. "Remember the decision you make today, people. Remember the day you chose war, and decide if it was worth it for yourself."

One last message flittered through Kairososhi as the shadows swallowed the teen Director's presence, his cloaked form disappearing amidst the dark recesses of the walls. You know the drill Ciro, as always. Welcome to hell.

Two words were all that trickled through the mental connection before Ciro shut it down. To anyone else it would have been completely random, but Arano knew what it meant.

Welcome home.

As Tsubaki left, he remained silent. He didn’t have time now to play the silly game about deals and promises. The window of opportunity, which had now fallen directly onto his decision, was something far more important than what the Templar Queen decreed.

His gaze was transfixed on the screen as now a huge monstrosity, weaved as a creation of hell itself presented itself on the screen. The audio was static-y, almost completely useless, as the only thing he could hear was the grinding of metal. From the two blond haired individual’s motion to their blade, Ciro assumed it had to do with their weapons, the zanpaktou.

“What is the roll you play in this Fukushin?” he asked, as the standoff continued, “You contact us, yet you appear to have agents in Soul Society is as well. What are you seeking to get out of this? What side did you choose to support?”

A sly smile spread on Fukushin's face and he leaned forward. "Now that... is the right question." Reaching up, he took hold of the aviator sunglasses and pulling them off. Dangling them from one hand, he reached up with his other to run his fingers back through his hair. His eyes were closed, but there was a flash of teeth as his smile widened.

"When I speak of 'dull blades' and forgotten purposes, I do not speak only of the Sine Qua Non or the Central Forty-Six. I do not speak only of the spiritual world." Fukushin opened his eyes and looked straight at Ciro, as if seeing him through the camera lens. One eye was a pale, sky blue while the other was gold, with black sclera. "I asked you which you would choose between two factions who had both long forgotten their purpose, who had caused great suffering in their blindness. I gave you two choices, both of them horrible.

"I choose neither of them."

As Fukushin continued speaking, his voice carrying an oddly distant tone, his attention once more refocused on the chairman and his guests. It was clear by now that he was no longer speaking only to the people in the room. "With this, there are no limits to the range of my influence," Fukushin declared. "As you see it in Soul Society, so too can it reach the living world. Do not think that the LaSalle are the only ones who have fallen from grace, either.

"Director Faye is currently engaged in a board meeting in a hidden chamber in London's Cerberus Corporation. I do hope that you have concluded any necessary business with her."

There were no visuals for this one, nothing to suggest the fate of the woman. Fukushin continued straight ahead. "Consider very carefully where each of you now stand, reflect on your direction and the choices you've made.

"Which of you are better than the Sine Qua Non? Which of you are better than the Central Forty-Six?

"Two days from now, I will select my next target. You have until then to make a difference."

The video abruptly cut off, leaving the monitor blank.
