Powers of the Vice Captain

Depends. If they're in your own division, you can grab info on them (think your boss getting your work record).

Other divisions, not so much. They're not really under your jurisdiction. I mean, that isn't to say that you couldn't bully some hapless Gotei clerk who didn't know better in a different division. But trying to access it, especially if it's a div that the captains don't often see eye to eye, might get a bit hairy.

Some divisions have organized mission offices where shinigami can freely go and take a mission (a.k.a. the 12th) but most don't. For that situation, you can either access the person in charge of missions for your division or, well, go to a place where they're stored. If it's a prestigious/recent mission, it might be helpful to ask the officer-in-charge for specifics (you know, the ones who receive the mission reports?).

Important missions should have already come to the Vice Captain's desk because it goes there or to the Captain's. Menial missions are usually left for the lower officers to handle, so yeah. But if you're looking for an old one that hasn't happened in your time, I'd imagine that every shinigami has a personnel file that contains their missions. If the person has been in your division, and the mission was accomplished prior and during their time in the divvy, then it should be easy.
