Since his previous comments, the assassin’s silence had been filled with stirring thoughts. The questionable motives of the recent appointments and nominations, as well as the handling of their former ‘pet’ - a man for which Igasho had vested interest (interest that had since waned with certain facts coming to light) - started moving the chess pieces in his mind.

Lilith was the only person who could have considered herself ‘close’ to the stoic. As close as one could safely get, at least - and for good reason. The purity of her soul was clear to all of those that knew her and she couldn’t be corrupted. Not easily, anyways.

His eyes steadied on her as she spoke to the assembly. He could hardly justify aligning himself with the wants and needs of nobility, especially after having spent nearly a century doing their dirty work, in the shadows, but there was, perhaps, a reason to do so now.

The lowly officer was mindful of his tone as he spoke to the room of captains, nobles and judges.

“If the chambers recognize the imminent danger and still offer mercy, then former-captain Ascania’s peers should acknowledge that and be grateful. It is best to cut out the corruption that threatens one’s safety.” Though addressing his comrades, Igasho’s soft-brown eyes met with those of Yuuto, Reigen and then Michelle Faust.

“But,” he said nodding toward Lucia, “as Miss Frey said, it is worth considering that there may be more potential danger to the balance of souls if the former captain were to lose control on Earth. If he detained here, however, we would have a more immediate response to quell the cataclysm that could come from the threat.

“We’ve already seen what has come from having to deploy our forces in several different directions. The simultaneous destruction on Earth, in Hueco Mundo and within the chambers is a haunting reminder no doubt.”
 
“If I may be so bold my lord Judges,” the researcher said, “Lord Ascania poses less of a threat now than he did before.” The biologist’s gun-metal eyes flickered to each of the five judges sitting across from him before resting on the vizard himself. “He has proven himself to be a man of exceptional will power in mitigating the effects of his condition, a condition I remind those present the current laws governing hybrids do not allow research on. It took the influence of a Vasto Lorde class hollow, one who also infected most of the remaining captains as well as Lord Ascania, in order for the man to lose control. Even now he seems relatively composed wouldn’t you agree? Perhaps we can chalk his blood lust and the destruction of these chambers to the maddening influence he had kept at bay for months. I am not advocating that we pretend he is no different, but perhaps a retinue, preferably of Gotei members as Onmitsu squads tend to be forceful with the divisions, can be outfitted and sent to monitor the Lord Ascania. It would allow us to keep a valuable resource close to ourselves.”

There was no room for answering as the researcher pressed on, this was the opportunity of a lifetime and perhaps his ticket to securing real control of the Ninth he had to convince them. “Exile would only serve to multiply the cases like Lord Ascania’s. If we continue this practice there will be those who hide their illness until it consumes them. The Mask War will seem pleasant in comparison to a group of vizards with no sense of self control being loosed within the Seireitei.” Feng let that statement sink in a moment before continue, “We now know to be aware of the potential problems that can arise from the Kenpachi’s condition. He has also, since being captured, appeared to have returned to control of his secondary abilities.

“Perhaps in such a case mercy would be best for the Gotei as a whole. It would show others that they need not fear hiding their conditions until it gets unmanageable. The mercy would also allow actual research to be done with the permission of the Judges and Lord Ascania’s consent, to if not cure him, attempt to find ways to mitigate the presence of the madness. Rather than ticking time bombs we could instead have soldiers with unique abilities who are still able to loyally continue their centuries of service to the Gotei. I would second Lady Frey’s suggestion that we be charged with developing a ‘treatment’ plan of sorts, under careful supervision of course, to learn more of Lord Ascania’s condition. I believe this would prove useful to all of us.” Especially those of us seeking a haori.

Her eyes closed momentarily as the two men who flanked her shifted uncomfortably. A seething hiss left her lips as the leonine irises reopened. "I wouldn't give them the satisfaction, your masters are safe."

They're going to flaunt the law to you while bending it to further their own ends. You knew this would happen.

"Theron Ascania..." Her voice slowly calmed itself as the woman looked to the Kenpachi. "...for my responsibility in your current predicament, I offer my apologies. And for your ties to these people?" Her head jerked to one side towards the dais. "You have my pity."

The former Captain made no attempt to reach for the blade at her side, there was no purpose. After a long and deep breath, Tsubaki walked back towards the table she had so quickly left. "No wonder they wanted you, Soutaichou. You sit by and do nothing just as well as they do."

Liars and worthless sacks of meat, you were right not to trust them.

She passed by the seated collection of Captains and officers without so much as a second glance, including her own. "The whole lot of you can go fuck yourselves, I'm done." Heavy strides brought the woman to the two massive doors that heralded the entrance to the chambers, and in an impassioned jerk of one knob one of them opened, hitting the wall behind it with a heavy boom. After that, she was gone.

No trust. No faith.

Not ever again.

“What mercy exists in your plan, Amaterasu-taichou?” Lilith’s overwhelming sadness was clear in her voice. She hated the animosity this situation created between her friends, her comrades She hated the fates laid out before someone she cherished. She hated the way this wave of change seemed to torment everyone it touched. She even felt sympathy for the vessel of unbridled anger that was the Templar Queen. “How warmly greeted was your Ninth Seat upon her return to service? How damaged has she become because of the ‘mercy’ of her reinstatement? Add to her reality the fear and apprehension that comes with being a Vizard, a secret he can no longer hope to contain, and the fact that Lady Frey and Yin-sama seem to plot his poking and prodding for the benefit of our understanding... suddenly clemency seems a darker fate than exile. To say nothing of the understanding that he, at any moment, could destroy a world he loves so dearly. I would wish that feeling on no one.”

The Lieutenant, on the other hand, was more supportive of the plan of Nana, perhaps to the point of being almost as self-destructive as Nana's Ninth Seat. Almost. She was about to be exceedingly foolish at any rate, and orchid eyes fell on her, seemingly aware that something profoundly stupid was about to be said. “Ishin was controlled by Prometheus as well, yet we recognize it was not he who destroyed a business in the West Second or attacked a team of woefully unprepared shinigami on Earth. It was the Scion who manipulated him. We deny this understanding to Mister Ascania because of circumstances intrinsic to his being, ones he did not choose and cannot change. That carries a stink of racism, and being from a land that raised such a practice to an art form, I submit to you that it is wrong. If you once judged Theron Ascania to be fit to perform his duties, and if you judge him to be similar in situation to Katsuji Ishin, the choice before this assembly is simple: are we racist?”

The disapproval from Lilith was palpable. She disagreed both with Adelaide’s oversimplification of the matter and her characterization of the situation. But, she looked to the judges to defend the redhead regardless, “My Vice-Captain is ever the optimist, and too often not cognizant of history. Forgive her remarks; she knows not what she says.” Something about Adelaide’s perspective was refreshing, but it wasn’t one the Judges were going to appreciate. At least in comparison to Tsubaki, however, Adelaide was quite civil.

The gathered members breathed a collective sigh of relief after the volatile woman had gone.

"This much is not negotiable," Reigen replied firmly. "Theron Ascania will be removed from Soul Society. While your suggestions are noble and well-intentioned, they have only ever resulted in tragedy in the past. It is not a handful of examples that we speak of, either, but hundreds across thousands of years."

Michelle sighed and nodded. "There are vizards who are malicious at heart, but the truly terrifying ones are those who have noble hearts, but a taint that eats away at that nobility. Even if you can forgive them their crimes, it is harder for them to forgive their own."

Surprisingly, it was Matsurine whose reluctant support came next. "Selecting the living world is not just a matter of putting the danger farther away. Hueco Mundo would be the ideal choice for that: a slow death sentence with no one to harm but the vizard himself. The living world offers peace enough, but also an abundance of hollows to unleash pent aggressions on."

Nodding twice, Iha chimed in. "That is indeed why it is the living world where vizards thrive, ah? A vizard there can remain undetected for hundreds or even thousands of years. Soul Society is too far removed to offer the same cathartic value and thus the primal rage pools and festers and eventually seeps through."

Closing his eyes, Sayis pointed out, "You said 'this much' was not negotiable. Am I to assume this means we may explore additional options, such as allowing contact with Soul Society, or even allowing members of the SRDI or Ninth Division to meet with Theron to devise a cure?"

Osei smiled grimly. "You assume correctly."

The rest of the judges nodded their accord, and soon it was time to move onto the remainder of the meeting.

Lady Toyotama met Sayis' eyes. "It is time that We truly examine the pact between Us. This time, it shall not be just a pact between the Central Forty-Six and the Gotei Juusantai. We shall involve all gathered here today. The Central Forty-Six, the Gotei Juusantai, the Onmitsu Kidou, Kidoushuu, and Spiritual Research and Development Institute must all be joined and must all be of like mind."

Nodding, Sayis agreed. "Let us cut to the heart of it right away then. I am willing to commit the Gotei to your defense and to the execution of your directives on condition that when asked, I may be provided full detail as to the necessity of those directives. That much, as you say, is not negotiable."

The eldest judge adopted a sour expression. "I pray that you exercise such demand wisely and do not jeopardize lives. Bear in mind that some things are not meant for the ears or minds of all, and that includes information given to you in sound confidence. We shall provide such information to you alone, or to the ranking officer of the Gotei Juusantai in your absence. Agreed?"

Alas never as cut and dry as I hope, the researcher thought. Contact would be enough to begin work at least on the basics. Speaking up Feng once more addressed the Judges, “Would Inuzuri-soutaichou be able to share with us this information, at least the portions relevant to specific divisions, should he find it pertinent to developing how we are to act? Assumptions about why a task must be done can lead to performing something which initiates what we are trying to prevent. That can be dangerous in many matters.”

“If I may,” Nana posed calmly as the sound of Tsubaki leaving the compound still rang hollow in her ears. “With many of the Gotei’s restrictions still in place, I was hoping this Court of Pure Souls, as well as those in attendance who are in a position capable of coherent input, would approve the building of an underground facility to accommodate the usage of bankai.

“As Matriarch of House Amaterasu I have the necessary finances to make sure this place is as secure and safe as can be, and I would very much appreciate it if I could get the okay on it.

“For too long now have I, we, been forced to undertake our training at the Arena of Seireitei, or for those lucky enough to know where it lies, the Gardens of Arimanthium, but whereas the Arena is too public, the Gardens are too private to be of any real, good use.

“Like I said,” Nana continued, having lost a bit of the feeling to care at all as to what others thought of her plan, “I have all the documents ready, the necessary papers filled out and the designs and blueprints crafted personally – which, especially to our esteemed judges, should tell enough about its soundness.

“Apart from this rather... personal request, might I suggest being more lenient towards the use of shikai within these walls? As my sister, Lucia Amaterasu-Frey, might be able to tell you, most of our healers come to their fullest potential when using their zanpakutou.

“What good is a Medical Division, if they can’t even properly carry out their duties to the best of their abilities? As such, I would like to suggest a rank-based restriction”

Lucia nodded, though her calm composure squelched the feeling of disappointment within her. “There have been times in the Fourth where patients were forced to stay longer than needed or suffer more than necessary merely because the release of shikai was punishable offense. In fact, if we remember when an unconscious soldier was found at the gates of the Tenth, personally, if I had shikai access that day, we could have perhaps revived him much quicker and perhaps saved more lives that day.” Her eye twitched involuntarily as she struggled to omit the phrase bankai access.

She looked up towards the judges, crossing her arms slightly, while tightening the grip on her sleeve. “If this restriction, though were to be loosened, I think it should apply to all divisions within Seireitei, not just the fourth. Furthermore, I must agree with my sister's proposal. If an untamed inner-hollow is considered dangerous, isn’t an untrained bankai or shikai risky as well? Forcing them to train without any guidance in Rukongai or Earth, or worse, actively seek out targets such as hollows for training could lead to more harm than good.”

It seemed almost too good to be true. Save for the sudden (and perhaps undignified) outburst lashed out by the former captain, the committee gathered within the room exuded with such civil grace. Of course, the occasional snide remarks and smug articulations abound like stars in the night sky... though that was to be expected given the type of individuals present. From the pact laid down by the now ‘recognized’ Judges, to Maikeru’s appointment, and even to Ascania’s sentencing, there was little that came in between the group’s mutual accordance.

All things considered, many of their grievances were tied with straightforward and reasonable logic to the point where Kyuketsu’s input wasn’t even the least bit needed. While he held some feelings towards the issue of vizards, it would simply stray the matter from what was being discussed at hand. Such questions, especially with the mentioning of Kuragari Seisatsu and Anton Zhukov, were best left behind closed doors and among private ears. In regards to the notion of release permission within the Seireitei’s walls, the nobles seemed to have already made sound, valid points. For months on end since its inception, the restriction had become rather cumbersome not just for regular enlisted soldiers, but for officers as well. On a personal standpoint, however Kyuketsu wasn’t too bothered by it given the ‘special’ locations amidst his division’s grounds.

With his face now tucked underneath his arms, he flashed a glance to the side, aimed at the pair of progenies from the Amaterasu clan. Then, with a lazy turn, Kyuketsu bounced his sights to the bandaged circus attraction sitting right beside him. As with the rest, he most certainly made a valid point.

"I balk at the idea of giving everyone within the Fourth Division free license to use their release at will. A shinigami's assignment does not automatically engender the nature of the release specific to their soul." Osei was keeping a level tone but there was evident mistrust in his eyes. "It would then open the avenue for shinigami to transfer -- or be transferred -- for the freedom to use their shikai as they please."

With a soft laugh, Michelle pointed out, "It is similarly a mistake to assume that a release within any other division is suited to its given role. The nature of a zanpakuto is as varied as the nature of those who wield them."

Sayis mused thoughtfully. "I have a suggestion then, if I may. Lucia mentions rank restrictions, and that brings to mind a thought. In considering what rank would be most trustworthy to allow releases, the question had no clear answer. As Lady F... orty-four suggests, the nature of a zanpakuto is too unpredictable to put any form of blanket control." He doubted they would appreciate if he addressed them by name. "Instead, I propose that each release be reviewed on an individual basis. The review would measure not only the user's control, but also the nature of the release. Those deemed not destructive would clearly be passed, and those shinigami who are clear on when is appropriate to use their release would as well."

Yuuto pointed out, "That runs the risk of another 'blanket' generalization, Soutaichou. There must be laws in place to accommodate uses which are not appropriate, regardless of the rank or any authorization for general usage."

"It would be fair to entrust the judgment of such extreme cases to the wisdom of the Central Forty-Six," the Soutaichou suggested diplomatically, nodding.

“Captains wouldn’t have to do it on their own, either.” Haresuno piped in. “If allowed, they could delegate downwards to at the very least Fifth Seats to help. This reduces the burden of reviewing all of the shi kai that pop up, as well as better trains the higher ranking officers. Add to that, that these would be individuals the captains trust to execute their duties both earnestly and honestly, you reduce the number of incidents that might arise from someone overlooking a particular release, basis, or degradation in judgement.”

Haresuno’s eyes shifted from the Gotei to the Judges and the other heads. “The Gotei would get to review shi kai, cultivate new officers and potential leaders, and would be held accountable for any misuse. A win-win. The Gotei gets their shi kai training, and the Central Forty-Six gets regulation with checks and balances.”

Lucia’s nose twitched involuntarily at some of the more stretched arguments against the idea. The Fourth was one of those divisions that proved too technical for indiscriminate transference. After all, year of medical training were prerequisite to any sort of practical application. Most of the shinigami in this mass immigration to the Fourth would be stuck on sewer duty until finishing their education.

Furthermore, what appeared to be the angling of the Central Forty-Six to obtain the ability to screen said releases confused her. While there were former shinigami and extremely intelligent men and women within the council, there were also bureaucrats and businessmen alike. The mere thought of them screening shikai, while amusing, was also terrifying.

“Win-win is an interesting choice of words,” she muttered mainly under her breath. Looking up again, she added, “And, allowing the high-ranked members of each division to decide gives the division a much better way to gauge their own capabilities.”

This was an old argument, and one that the Mystic Captain was quite relieved that Tsubaki was not present for. This was the debate that had left her and Theron in exile not long ago, and the argument where she had threatened acts irredeemable. Truth to tell, Lilith wasn’t a fan of the policy at all, but she understood the fear that motivated it.

“Simply put,” she already felt the tug between the Gotei and the Forty-six playing on her conscience, but she knew where her loyalties lay, “we are raising potential Captains who have never had the opportunity to train with their Bankai at all, and whose training with shikai is conducted under extreme limitations. We have an army who does not know its own capabilities, who learns in battle what they can achieve. When the next Raifuku comes to our doorstep, do we want leaders well-trained in the use of their greatest assets, or do we want them to still be learning what they are able to do?

“Not everyone who has the access to their release is responsible enough to use it. I have seen, too often, the zanpakutou control the shinigami and not the other way around. For that reason alone limitation is prudent, but we similarly cannot afford to leave the future of the Gotei in the hands of people who don’t understand what they are able to accomplish.”


As much as she hadn’t exactly been anyone’s favorite voice in these discussions, Adelaide had to chime in. “I was brought up in the Gotei under release limitation laws, laws prohibiting the use of certain kidou, law that demand that I know my abilities as a shinigami without ever being allowed to practice them. I would submit to those here that the reason so few from my graduating class at the Academy have reached my level of achievement is not that I have greater natural ability, but that I learned how to realize my potential under such suffocating limitations. And even still, as one of the Gotei’s finest kidouists, there are some spells I simply have not had the opportunity to master, and some elements of my release I still do not fully comprehend. I believe a more progressive version of both these laws of limitation, which would allow those capable of being trusted to explore their potential, would help those younger soldiers like myself realize our potential.”

Honestly, it was a perspective Lilith hadn’t considered. Was the unintended consequence of the law that the upcoming shinigami were precluded from attaining greatness? Was that why so few young shinigami had become noteworthy as Adelaide had?

“Humbly,” Adelaide added, “I submit to the Judges that the strength of your sword is of paramount concern, and laws that have proven effective in the immediate future have far-reaching unintended consequences even only decades down the road. Were something to happen to those on our side of this table, the Gotei would simply not be able to fill its functions. Too few young soldiers know how to properly use their release, and too few young kidouists know how to wield the strongest of spells. Even I have not so much as practiced Ittou Kasou. The opportunity of my comrades to achieve their potential simply does not exist under the current laws.”

“At the very least, I believe the seated officers of the divisions can be trusted to know how to contain themselves,” the researcher said with a smile. “With their responsibilities, they should be well aware of how to limit the collateral damage shikai or higher order kidou spells can potentially cause. If not, a couple of weeks in the Seventh under supervision should help alleviate any wild inclinations to blow up portions of their barracks no?”

Taking a deep breath Feng continued on. They can only say no. The biologist thought steeling himself before he spoke, “If we are to bring about a new age of cooperation between the different sections of Seireitei’s forces, then I must speak about a rather large divide that is currently in place. Since cutting off operational funding from the Shinigami Research and Development Institute I have had to institute large scale cutbacks of a number of different projects.Granted, some were wastes of time and should have never been funded. However, a few showed promise but were not developing their results quickly enough to justify additional spending. I am not asking for the free reign of pointless projects the former captains of my division enjoyed. However, I am losing shinigami to transfers into the SRDI as scientist attempt to find funding. As the highest ranking officer it falls to me to ask if the Ninth could begin to be reincluded into the SRDI’s budget, at least in a small portion, to help fund the multitude of projects my researchers would conduct.” It is done.

"It seems to be forgotten, but never did We disallow the usage of releases or higher-order kidou spells," Toyotama submitted. "In the interest of promoting control and restraint, We did restrict the usage thereof to particular zones of Seireitei that can best sustain the potential damage. It is Our finding that the Gotei Juusantai has not experienced a problem of not having enough space to practice but rather, that few of your number are willing to train in areas that are especially suited for such training purposes."

Michelle hummed thoughtfully. As an accomplished kidou-user herself, she found Adelaide's example unfitting. "You mentioned Ittou Kasou, Lady Pierce. This is a highly destructive spell, and one which could easily destroy one or several buildings if used carelessly or inopportunely. My question to you, then, is not a question of your control. Knowing that you have reached that level in your studies, can you think of a more suited place to casting such a dangerous spell than on the proving grounds of the Grand Arena of Seireitei? It is certainly not viable amid buildings, nor on grass or among trees. The Grand Arena is markedly more convenient to your division than safe, secluded areas of Rukongai.

"While I certainly respect that it is disheartening to be told where you can and cannot train, surely you recognize that these places which are set aside are safer for said training."

From the side, Isshisouden supplied his own verdict. "It is true that there are fewer places where it is safe to use the higher-order kidou, it is assumed that with the understanding to cast the spell comes a requisite understanding to cast the spell safely. If a person was not to do so, and used the spell carelessly, then they could indeed be tried and judged for their reckless endangerment." His gold-flecked violet eyes met Michelle's across the room. "The study of the demon arts is inherently a personal study, and while it is possible to learn details among others, to master a spell requires varying amounts of discipline, research, meditation, and application. These are things which cannot always be done in public, or cannot be done as effectively in public."

Smiling at the Sousui's support, Sayis nodded his agreement. "I think... we have cobbled together a basic understanding. I would like to cover these in greater detail, but for the moment, let me put forth my understanding of what has been said and see if all are in agreement:

"In respect to the peacetime release of zanpakuto, we shall have every user reviewed for their eligibility to release. This review can be carried out by ranking officers of Fifth seat or greater. These are officers trusted to use the Senkaimon without prior authorization and as such, I believe they are suited to making this decision. In such a case that collateral damage is caused to Seireitei or Rukongai as a result of unauthorized or negligent release of a zanpakuto, the offending shinigami will be tried before the Central Forty-Six."

The verbose wording almost made him trip up, but seemed necessary to the given company. Isshisouden, Iha, and even Matsurine nodded their accord with that. All eyes were on the judges then. After a few moments to mull over the words, the five of them nodded to each other. "We still must discuss the criteria for approval," Reigen warned, "but this feels like it is suitable for shikai and mid-tier kidou. However, I still contend that Bankai and the kidou in the highest echelons are too powerful. Know that if we proceed with this, we will be forced to reinstate the usage of true limiters in the living world."

Nodding his agreement, Yuuto added, "Said limiters must apply to all shinigami who exhibit combat potential to attain Bankai, whether or not they have attained such."

Osei mused thoughtfully. "That does mean, however, that the block against releasing Bankai itself would be redundant and thus removed. It would be at a significantly weaker level, but allow the shinigami to utilize all of their tools and abilities."

Sayis didn't relish that idea, but considering the growing strength of individuals within the Gotei, it was a prudent measure to protect against unnecessary destruction within the living world. "Then, as regards the usage of kidou, I believe that similar expectations should be in place for the judgment or punishment of improper usage of spells resulting in collateral damage. However, I do not feel that the requisite knowledge needs to be reviewed in order to be allowed."

The Sousui nodded his assent to that. Matsurine scowled and looked as if he would protest, but ultimately said nothing. "My thoughts are that you and Isshisouden Tedika are correct, Soutaichou," Michelle offered. "Kidou as a study requires control and restraint. Being capable of casting the highest magnitude spells should in turn suggest the requisite mindset to use the spells responsibly. Even where that is not the case, I feel that no test would make it apparent beforehand."

"That much is settled, then." Reigen turned to Nana. "Your request to build a training ground is now less of a request and in truth more of a necessity. If we are to allow shinigami greater freedoms to exercise their powers, there needs to be more grounds available which can withstand the inevitable destructive forces. Soutaichou, I expect to see a detailed report when next we meet, showcasing where those training facilities are being created and when we can expect completion."

Ashanti Osei smiled grimly at Feng. "Now we need to address Yin Feng's request for additional funding. Now, my concern here is that the Spiritual Research and Development Institute supplies all of the necessary development for Soul Society. The Gotei's Ninth Division, in its absence, has proven to be superficial to that creative process."

"That is not true at all, ah," Iha put in with a short chuckle. "The SRDI is indeed quite successful at fulfilling the small projects we have before us, but as a scientist, I cannot call myself content with our current arrangement. The funding we are left with is going to waste in vast amounts simply due to a lack of credible assignments that require attention.

"The Gotei Juusantai, for centuries, has been the primary recipient of our attention and many of our efforts were militarily inclined, ah. The judges all seemed surprised by this. "You would be willing to relinquish your independence and resources?" Osei asked.

"Willing..? No, no. I would be eager."

"I believe this bears further discussion," Reigen noted, a suspicious arch to his eyebrows. Turning to the assembled shinigami, the eldest judge stated, "Already we have enough subjects at hand to cover at least three more meetings among us. What other matters of importance need we bring to the forefront? Speak now and let us examine each thoroughly!"

Adelaide looked the Faust judge over. She wasn’t wrong, she just wasn’t exactly right either. But thanks to Inuzuri and the Sosui she had the support she needed to relax the limitations on kidou that she blamed for her colleagues’ lacking abilities. She was content with the decision of the Forty-six in that regard, and the plans they approved allowed Adelaide’s liege to increase her personal power as well. She had accomplished fairly great things despite her issues with saying wildly unpopular things.

Lilith had nothing more to say. The currents of change swept all the assembled peoples over, it left Theron, Adelaide and Lilith herself in positions none of them particularly wanted. But she knew they were needed where they were now. That was just something to accept. But others benefited from the wave of change, like Feng and Michelle Faust. Others had gained a great deal.

Adelaide sat back in her chair, trying to think of what it was that still needed saying. There was something just on the periphery of her mind, something that had a burning need to be said but it was being overshadowed by the major decisions being made already. And then it came to her. “For being a meeting to promote unity among all our factions, the Kidoushuu and Omitsu Kidou haven’t been very involved in our redevelopment.” She looked over at where the figureheads of these organizations were, “You’ve been vocal about our operations, but how will we work together? I seem to remember when Fukushin attacked and I took some of your members to the Thirteenth Division, the Gotei was blamed for allowing the attack, and I was under the impression that your security was the Omitsu’s concern. Perhaps a greater level of communication and integration will help avoid these problems in the future.”

Sometimes Adelaide didn’t know when to let things go, but the idea was at least worth considering. Still, the forces of Soul Society had separation and distinction for a reason. Lilith looked over at Adelaide; “Communication could be useful, but they are separate from us for valid reasons.” But she was interested to hear the perspectives of the others on Adelaide’s latest bad idea. Let it never be said you waste opportunities, Adelaide. Still, I think you might have overplayed your hand by now.

Adelaide didn’t look at Lilith, but she responded nonetheless, I’m losing you to them. I’m damn well getting things in return. Her gaze remained on the leaders of the other branches of the military.

A moment passed, following Reigen’s invitation. The progression of the dialogue with the council was surprising to everyone, it seemed...in a positive way. Though the assassin still questioned underlying motives and decisions, he had missed an opportunity before the judges before and he didn’t want to miss it again.

In the moment trailing the question, shinigami looked at each other and the judges, perhaps satisfied or unsure of what to say. It was first Adelaide that spoke her mind. In the same spirit, Igasho would take the chance to address something for which he'd been striving, for so long now.

“If I may,” he said, letting his voice pick up and coming to his feet. He turned toward the revealed officials and Sayis. “In line with what the Vice-Captain has said about unity with the Onmitsu Kidou, I would like to bring attention to the current state of the Twelfth Division. Much has changed since the time of Louhi Kaiho and, although former-captain Kago was able to restore the grounds, our presence has decayed.

“The wake following Raifuku’s infiltration and the false bounties left a trail of devastation and confusion. After serving the sentence as ordered by these chambers, I’ve dedicated myself to strengthening the division once again. I would ask for your attention, as well as the Captain-Commander’s, in garnering the Assassins’ former clout and establishing clearer lines of communication.”

Before nodding and taking his seat again, he concluded, “Whether now or at a later time, I would be grateful for your help and would let you know that, those of us who remain, are willing to do whatever it takes.”

The representatives of the Onmitsu Kidou bristled at the accusation, but Matsurine calmed and nodded. "Well-noted, Adelaide Pierce. That is, unfortunately, how I came into this position."

Up at the judge's table, Ashanti Osei scowled, running a hand through his graying hair. "I hardly think this bears relevance to the current state of affairs, Yoshinari Matsurine."

The Soushireikan glanced up at the Forty-Second member but then looked back to the Gotei and continued. "My predecessor was Ashanti Kofi," he explained, his tone dry and strictly factual. The judge glared but said nothing more. "The younger son of the esteemed Ashanti Osei. There were several unusual bodies found in Seireitei, not just the one planted in front of the Tenth Division. Kofi determined that this was a direct threat and dedicated the entirety of the Keigun to the tracking and apprehension of whoever was responsible. This included pulling security from the Central Forty-Six at a time when it clearly would have been better not to."

Matsurine's glare shifted to the shackled vizard. "He did this because the Central Forty-Six felt assured that their other line of defense was insurmountable and that they would be safe for the few hours Kofi claimed to need." The Soushireikan met Sayis' eyes next, then Igasho's. "Honoka Mizuki was not the only individual to be swayed by Raifuku's promises, though. When I discovered what was going on, it was already too late. Kofi continues to claim that nobody was supposed to die, and that he only acted for the chance to save Soul Society."

Standing up, the imposing man frowned and folded his arms across his chest. "I consider my responsibilities absolute, and I refuse to let anything get in the way of seeing them through. If that means keeping men devoted to protecting the Central Forty-Six at all times, then it will be done. If that includes disposing of the man who taught me everything I know, it will be done. If that means sitting peacefully in the same room as murderers deemed 'innocent,' it will be done."

Sayis frowned thoughtfully, getting an inkling of where this was going and not liking it one bit. He sighed and wished Adelaide had left well enough alone.

"Lady Adelaide Pierce appears to be suggesting that the Onmitsu Kidou should pool resources with the Gotei Juusantai. At the same time, Okamii Igasho is highlighting the gaps in leadership that the Gotei is suffering. I recognize both of these as opportunities, and am willing to approach them.

"The Onmitsu Kidou shares domains of influence with several divisions of the Gotei Juusantai. It appears that there are some individuals here who may already be slated to fill roles as future captains, but there are many that aren't. I propose, then, that until such time as Soutaichou Inuzuri is capable of filling the role of taichou in all thirteen divisions, that we Gundanchou of the Onmitsu Kidou will serve as Substitute Captains, Taichou o Daiyou."

Sayis' fist tightened, but as much as he hated the idea, there had to be a way to make it work for them.

"Ashanti Kwasi, my Keiratai Gundanchou, will serve as Taichou o Daiyou for the Second Division. The Keiratai will assist in re-establishing the data networks of the Second Division and in the training of newer members.

"Inori Shahei, my Eiheitai Gundanchou, will serve as Taichou o Daiyou for the Sixth Division. The Eiheitai will establish framework for a defensive division, and train members in the usage and application of mobile defensive tactics.

"Nakamikado Kyuushi, my Riteitai Gundanchou, will serve as Taichou o Daiyou for the Ninth Division. The Riteitai will begin by opening communication with Iha Oudoutai's Spiritual Research and Development Institute and relocating any equipment needed to initiate groundwork for developmental purposes.

"Takeda Inori, my Kanritai Gundanchou, will serve as Taichou o Daiyou for the Thirteenth Division. The Kanritai are specialists at unarmed, non-lethal combat. The Thirteenth division can benefit from their training and especially their structure, along with discipline."

There wasn't a hint of a smile on the man's face as he rattled off his suggestions as fact. The Gundanchou that he called out each seemed stunned by his idea and they were all looking back and forth at one another worriedly. "I, Yoshinari Matsurine, in my role as Keigun Gundanchou, will step in to serve as Taichou o Daiyou for the Twelfth Division. The Keigun will rapidly clear away any webs of confusion, erase the excuse of communication, and revive the Twelfth Division as a place for assassins to train and improve their skills, not as a soulless barracks existing solely to keep shinigami fed and housed."

Directing his attention to Adelaide, he remarked, "We will not at any point cease our existing duties as Onmitsu Kidou. This will leave our forces stretched horribly thin. To compensate, it may be necessary for members of the Gotei Juusantai to assist at times, as needed, in the completion of the Onmitsu Kidou's duties." His dark, shadowed eyes flicked to Sayis, next. "I do not relish the thought of this arrangement in any shape or form. The Gotei Juusantai is necessary to the health and protection of Soul Society as well as to preserving the balance of souls. You cannot afford to reject this assistance.

"Be it known, however, that as soon as qualified candidates are ready to take over, I will pull my Gundanchou out so that they may resume their own duties. Lines of communication will remain for as long as it is mutually beneficial to do so."

The Soutaichou rose to his feet as well. "What you suggest, as much as it pains me to admit it, seems perfectly sound. I do have candidates in mind for some of these positions, but it will take some time before they can be properly tested and prepared for the role. I have one addendum to your sweeping declarations, however. When captains are prepared to fill those roles, they will be considered peers to your corps commanders.

"Just as you and I remain on equal standing as Soutaichou and Soushireikan."

"'Equal' is as inaccurate as the issue isn't worth debating."

"Since you two seem to have sorted this out so beautifully," Yuuto spoke out, with an edge of amused sarcasm, "I believe I must lend my support to the motion."

Osei laughed harshly. "There's no approval needed here, everything has already been decided on the swiftest of whims. I would have preferred if it had been done without the unnecessary addition of needless history, however." Clearly, the betrayal of his son still rankled and served as a source of shame.

Michelle smiled vaguely, running her fingers through her long white hair. "Very nicely done, Yoshinari Matsurine. You must have been planning this for some time to have everything prepared so quickly!"

At the center of the five judges, Reigen frowned and turned toward Isshisouden. "Iha has thrown his support behind the Ninth Division of the Gotei -- a little too eagerly for my sensibilities -- and now Matsurine has put his duties ahead of his own desires to assist the Gotei Juusantai in reestablishing its fractured and fragmented structure. Where will your Kidoushuu fit into this?"

Isshisouden Tedika stood up from his chair. Meeting Sayis' eyes squarely, first, the blue-haired Sousui answered at length, "I do not feel that the Kidoushuu and the Gotei Juusantai can directly benefit from one another. Our roles are too different, with the Kidoushuu steeped in knowledge and the Gotei Juusantai steeped in war. I would not presume to have my members try to teach military tactics to the military of Soul Society."

With a short laugh at the idea of it, Sayis nodded. "Nor would I try to teach the finer details of planar manipulation to one of yours."

"Still," Isshisouden continued, "I believe there are lesser ways to get involved. Sharing the designs behind the kidou-resistant targets the Gotei Juusantai has created would assist the Kidoushuu to train in safer areas. The Kidoushuu can offer details for procedures like maintaining the world-gate summoning and perhaps some other details." Those gold-flecked violet eyes turned toward the judges. "Since our applications are typically not militaristic, and the Gotei's are almost exclusively for combat use, there's not a lot of overlap in responsibility in spite of there being an overlap in realm of study."

Toyotama's voice rang out clearly through the chamber. "This first meeting has given Us much to think about, but We believe that this bodes well for future cooperation. This meeting has been uplifting and also thought-provoking. As such, We must reconvene in order to have time to consider the finer details of the arrangements set into motion today. Always, do We fear that these many split factions of Ours will be at odds, but today at least, We see hope for true unity of purpose in the future."

Sayis nodded somberly. "Indeed, I must say it is almost... humbling... to see the Central Forty-Six act in such a rational and wise manner in accordance with their station. Particularly so after the outburst of my subordinate."

"Such is to be expected from one such as her," Yuuto put in from the side. The other four judges nodded somberly.

"This is the first step into the future. We hereby call this first meeting to a close. Two weeks from now, We will call for you again." Toyotama bowed her head to the room, then turned toward the vizard. "Theron Ascania, We would speak with you after the others have left. It pains Us to have to send you away from Soul Society, but We wish to discuss the affairs of your estate and how you intend to manage them from the living world."

Sayis raised an eyebrow at that, but it was none of his business. Slowly, he pushed himself to his feet. Looking around at the assembled leaders of Soul Society, many of whom he had never met before this day, he felt a bubble of optimism... but also the dim ache of loss. Theron's exile, Lilith's appointment, the intrusion of the Onmitsu Kidou. They were gaining much, but as Sayis walked out the doors, he questioned the cost.

Well, shit.

The Lieutenant had opened a door and her ass had been thoroughly kicked through it. I can make this okay, I will make this okay. I promise that, Adelaide assured Lilith telepathically as both women stood. She shot the Omitsu represented a glare that could’ve leaked acid. Rather than improved communication which she had wanted, the Omitsu staged a coup. She clenched her fists and resolved to fix the absolute devastation she had just caused.

As someone once said to you, Adelaide, calm your storm, Lilith placed a hand on her Lieutenant’s shoulders, and offered the judges a polite bow, this was clearly planned. You opened the door, but odds are good he would have positioned things this way regardless. Though if Adelaide had heeded Lilith’s warning the Omitsu Kidou would’ve had to work a bit harder to steal control of several entire divisions.

I’ll help prepare new Captains! And I’ll find some way to make this our advantage. I promise. I will lead a collection of new Shinigami into the haoris that rightfully belong to us. Adelaide swore it to herself and to Lilith as the two began to dissolve.

With marked sadness, the Captain replied; And I cannot help you. With that, the pair disappeared into empty air.

Leaning back in his chair, Kiro let out a heady sigh that he hoped wouldn't draw any attention. So much had happened, and in so little time. Glancing down at the musty pages before him, he noted that he'd gone through no less than four entire pages in documenting the sole meeting.

Lilith Maikeru would become the new Forty-Six, a fact that would not leave this room. Instead, she would be relieved of her duties in light of her injuries, and enjoy a peaceful retirement away from prying eyes.

In her stead, the mantle of responsibility would fall to Adelaide Pierce, named Acting Captain. The Mystics would be lead in her stead, but until such a time as she received full accommodation from her peers for the true rank of Captain, the division would remain Lilith's... not hers.

Theron Ascania, sentenced to exile. The man that gave his life, his sanity, his very soul to the Gotei would now sacrifice his home as well - all for the sake of it. Instead, he would be granted the terrifying legacy of the Army of Masks, named as its new Imperator.

The Onmitsu Kido would lend its Gundanchou to the Gotei in absence of suitable captains. To the Second Division, the Keiratai Gundanchou. To the Sixth, the Eiheitai Gundanchou. To the Ninth, the Riteitai Gundanchou. To the Thirteenth, the Kanritai Gundanchou. Finally, to the Twelfth would the Soushireikan take the position himself, as the Keigun Gundanchou.

The Ninth Division would receive its funding, and more, with the zealous support of Iha, Souchou of the SRDI.

Lastly, in an act that would never go beyond the very Cardinal Spirit Library it had occurred in, the Judges had borne their identities to the leaders of Seireitei. An act of trust without precedent.

Taking in a deep breath, and letting it out slowly, the Historian of the Gotei Thirteen watched the contents of the room trickle outwards, and stood himself. He was here to record the deeds of the Gotei, and no more. His mind roamed over the knowledge taken in, trying to digest the fathomless amount he had been afforded.

Turning over the name of Ashanti Kwasi in his mind, he chuckled to himself at the incredulity of it all. His job continued to get more exciting with every passing year.
