The Gist: Activating Lightbringer grants Tsubaki a greatsword of pulsing dark energy, powered by her own spiritual force. Strikes with Duskdrinker hit with the power equivalent of whatever Tsubaki's pressure would be at after paying the cost of activating the feat. The technique itself does not cost Reiatsu to activate, but instead lowers Tsubaki's Reiatsu pools in Sealed/Shi Kai and Ban Kai forms by 15%. This deduction in Reiatsu remains active until the technique is canceled.

For every 10,000 Reiatsu worth of pressure generated by Tsubaki, the force of her physical strikes increases by 1000 lbs. This increase in strength is calculated only after the initial cost of the technique is paid, and lowers in kind as the Captain uses Reiatsu. Spiritual beings can weather the sheer force, preventing them from being immediately shattered by the blow and instead the effect greatly amplifies the knock-back force. Non-spiritual and mundane objects can be easily destroyed by the ability.

Description: A tattoo that covers the top of Tsubaki's right hand, pulsing with an eerie red energy.
Ability: Jaaku Seimei (Wicked Life) - Tsubaki regenerates 1,500 Reiatsu per round. However, this effect cannot let her exceed the cap of her Sealed/SK/BK totals.

In addition, this item continues to alter the woman's Reiatsu signature to feel akin to a Hollow regardless of the method of detection.

Acquisition: The Gates of Catastrophe given physical form, opened by Tsubaki upon sealing the pact anew with her Zanpakuto, Gravios. Centuries of negative energy, wrath and hatred left to congeal away from the eyes of man have given rise to a being of considerable strength, resembling a Hollow in nature. Once the gates had been opened, the beast attempted to wrest control of Tsubaki's body and mind away from her. Though her right arm has forever been changed by the creature, the corruption has been halted.

Through abandon one is made to take hold of that which cannot be forsaken. Through suffering and pain one clings tight to the cause for which they endure.

Description: A heavy pauldron of steel and jagged stone along with an arming cape that extends midway down her right arm and lower back. Though intimidating when coupled with the Captain's Zanpakutou, these items are little more than a means of partial concealment of just what Ragnarok is: The result of a failed S-Class Hollow intrusion into Tsubaki's mind and body. Though halted at the right shoulder, the woman's arm has been forever changed into that of a beast, bearing the heightened speed and reflexes of one as well. Upon Tsubaki's return from Hueco Mundo the appearance of her right arm is no different from the arm of any other Shinigami, but the powers of the sealed intruder remain hidden just beneath the skin.

Ability: In addition to allowing Tsubaki to freely control her [Aura of the Righteous Devil] technique without losing any more of her own lifespan to fuel the flames, the arm actually allows the Captain to regenerate her own Reiatsu at an alarming rate. Each round Ragnarok and Tsubaki are in battle, the Captain can regenerate 1,500 Reiatsu, but can never regenerate past 100% of her total.

Lastly, as the beast that assailed her was Hollow, Tsubaki's spiritual energy now reads as Hollow, no matter what method is being used to detect or perceive it.

You need to chill, dude.

It's the same rule that everyone has to follow. GM Reviews are coming constantly lately, and none of us feel like hunting through profiles and submission threads to figure out what your original item/feat/release does. Whatever you might think, none of us write Tsubaki and we don't have encyclopedic knowledge of every thing your character has. After everything I did look up to make your release more fun to write and balanced, you're in no position to complain.

I'm holding off on this review for now, and I highly recommend you try to think of another effect that's actually interesting to you. Based on your comment when you submitted a change last night, it seems you're aware that having constant rei regen on the item, with no cost, no duration, no limitation, is not ok.

Ragnarök name and cosmetic change is fine. However, the submission is Denied because its ability is something I just can't let pass. Will already mentioned why the GMs can't let you keep an item with such an unlimited amount of regen potential. However, I am willing to give you a one-time 'potion' type effect. I normally would let the amount of regen go higher, but the item already has an effect that stacks on [Aura of the Righteous Devil] and completely veils Tsubaki's reiatsu to be that of a hollow. Considering that you're practically getting 3 abilities in one, here is my suggestion below:

@Lil: I'd normally be fine with this, but as Aura of the Righteous Devil got nixed a page or so back in GM Reviews it's kind of a dead end at this point. (Should have thought to link that ARD was no longer around in previous posts, and apologize). That being said, had a conversation with Kyle last night and arrived on this. Not my first choice for an S slot, but has decent utility and isn't OP.

In addition, this item continues to alter the woman's Reiatsu signature to feel akin to a Hollow regardless of the method of detection.

GM Reviews are for minor tweaks on things like balance or cosmetics. This is a totally different ability that I'm sure Raph would like to take a look at.
 
Replacing the Cerb Techniques Synthesis and Circuit Element. Synthesis because no more old apothecary. Circuit Element because it was kind of over the top, able to target anybody in Reiatsu Nouken and mind hack into their brain lawl. Also, I kind of want to start having div submissions do something like this so I can make sure that the div techs submitted actually work with the theme. I kind of already have people do this in IM but sometimes I forget what was talked about.

Division Theme:
Agents of Cerberus Corporation are highly trained fighter, masters of manipulating combat to their advantage. An agent of Cerberus focuses on keeping the momentum of battle on their side, always keeping the upper hand. This is expressed through the arsenal of Cerberus techniques. Controlled Response provides offensive momentum, giving them a boosted pool of reiatsu as a resource to suddenly launch a powerful combination of skills. Extra-terrestrial provides the agent a defensive pivot, granting them knowledge of abilities and the ability to lock down key enemy skills. For Advent Humans, Overdrive is their prime chance to shift the pace of battle, as such Conditional Selection accelerates them towards it. Likewise, Species Theory allows them to temporarily tap into their evolved skills, allowing them to shift the pace of battle to one they can easily profit from.​

The completion of a so-called Immortality Protocol is the driving mantra behind the actions of Cerberus Corporation. While the corporation has expanded into multiple facets and organizations, the completion of the central dogma is the highest priority.

Recovered from the destroyed ruins of the original headquarters of Cerberus - New York, a being known as Subject 0000 - "Deucalion", has been secured and contained in the deepest depths of The Annex in Cerberus - Tokyo. Only those of the highest security clearance know of its existence; however, the secrets gained from testing have permeated itself throughout the company. Those agents who have shown dedication to the company are allowed a single injection of the reiatsu of the Subject, granting them the first step towards a true evolution.

The reiatsu of Subject 0000 is particularly resilient to changes in the environment, and has been defined to be a Complete Teleonomic Response. While the full effects are distinct to the subject alone, agents injected with the reiatsu gain a lesser version of this trait. Their body’s ability to evolve to match oncoming attacks carrying reiatsu is greatly boosted.

Upon being directly struck by enemy abilities which cost reiatsu, they are able to transform the energy absorbed by their bodies in order to amplify their own power. Passively, when struck by an attack, 33% of the attack’s cost is added to the user’s Resonance. This does not affect the potency of the attack.​

I talked to Lil about this a bit earlier. I lost the log because of my AIM spazzing, but generally you get to OD as an AH in 8-10 turns. At a 33% level, assuming the correct person is being fought, it shaves off roughly 1-2 turns to OD. The cost being you have to fully tank abilities to get the effect, which of course can only go so far until you're incinerated by a Hiryugekizokushintenraihou.

Agents of Cerberus are no strangers to modifying the nature of their own reiatsu to serve their needs. However, there is only one method by which they can alter their body temporarily, condensing their reiryoku before integrating it into their body to mimic an Overdrive state.

Paying 3% of their reiatsu, an agent overcharges the selected ability for the following 3 rounds. This forces it into its Overdrive form, allowing the agent to use an Overdrive-boosted technique prior to achieving the state naturally. After expiring, They cannot change the active overcharged ability and only one ability can be boosted at a time. Once the ability fades, Shugainen requires a round for the agent to properly recondense their energy before it can be reactivated.

Both denied.

Along with not wanting to re-evaluate the balance for OD and all OD boosts, which we would have to do before approving something like that, it seems kind of... off for a faction tech. It would be like a shinigami div tech that gave a boost in Shikai or Bankai. It doesn't feel so much like it fits Cerb's theme that you posted.

With the Apothecary reworked, and its drugs made more useful, why not look into having one or two techs that utilize or somehow augment drug usage?

Simply injuring oneself gravely is not enough; to create the interference of the feat requires one to fundamentally alter themselves on a mental, emotional or spiritual level. This can be most commonly associated with undergoing rigorous torture, or through such continued stress that the learner snaps on a core level.

Supplementing this, their soul itself can stretch itself beyond its normal limits - allowing the user to surpass a single stat threshold once per battle. Finally, as the practitioner reaches an emotional focal point, they reach a semi-permanent state of focused emotion, rooted in a single one that resonates strongly with them. As such, a practitioner of Rei Genkai can reduce the effectiveness of emotional and mental manipulation by 5% of their reiatsu per round.

Training: In order to learn Rei Genkai, it is necessary to find a practitioner. Training involves sustaining no fewer than three major wounds in open combat on any occasion. To hone this into the feat itself, they may then do a training collab where they sustain both a major physical wound and significant emotional or mental damage.

Requirements: Advent Human, 3,000 Reiatsu

It says that because Sev and I -- with Hiren's input -- agreed that it should be AH-only. Not only does it fit the theme of AHs being more durable and physically sound, but it's been used almost exclusively by AHs with one Shini NPC that I can think of.

It's one or the other and since AHs are rather lacking in their own feats, it fits the motif of AHs, and the creator is currently an AH, Rei Genkai is an AH-only trained feat.

A well-worn kusarigama, with a ten-meter chain. The blade is a matte black, though the edge is a keen silver. Inscribed against the thin blade is a single kanji (渦). The handle has a small guard along it, with the grip itself wrapped in a rough leather. The chain is of a similar appearance to the blade - painted a matte black, yet silver where the paint has flaked off from overuse. The weight is simple in nature, a small sphere with a number of notches cut along it.​

In any other’s hands, the kusarigama is an unconventional, if effective weapon. However, it is only in Arano’s hands that the true capacity of the sickles are shown. The weapon feeds off of his tainted energy, channelling it to not merely transform, but destroy matter.

Paying 2000 Reiatsu, the blade takes on a malevolent dye of indigo along its edge. Any swing of the weapon then ruptures the very space it occupies, creating a thin rift of up to 2m in length at any one time. Using the weight in conjunction with this ability does not create a line-like rift, but instead a small hole in space roughly 1m in diameter.

Any matter that attempts to occupy this rift immediately begins to rip apart, destroying what attempts to pass through or beyond it. The only capacity in which this rift can be mended, other than spacetime righting itself over the course of 2 rounds, is to overwhelm it with reiryoku. Abilities infused with more reiatsu than a created rift destroys it.

In addition, the kusarigama can create a smaller, more contained rift capable of physically holding the blade or weight itself. Paying 500 reiatsu, Arano can physically suspend either end of the weapon in its place. It may only be removed the same way the larger rifts are, or by Arano physically removing it.​

[ Acquisition ]

Arano learnt of Uzushio-kiwa’s existence in the aftermath of Chimera’s downfall at Sapporo, through a lost file detailing Kurohi Hourou’s time as a Cerberus Agent. Following a paper trail across Japan and Eastern Europe to unravel Kurohi’s past and locate the lost weapon, his search was rewarded in the Chimera Director’s hometown. ​

The only capacity in which this rift can be mended, other than spacetime righting itself over the course of 2 rounds, is to overwhelm it with reiryoku. Abilities infused with more reiatsu than a created rift destroys it.

In addition, the kusarigama can create a smaller, more contained rift capable of physically holding the blade or weight itself. Paying 500 reiatsu, Arano can physically suspend either end of the weapon in its place. It may only be removed the same way the larger rifts are, or by Arano physically removing it.​

Just need to alter the acquisition. Original version has Hare making the item after months of collecting material and researching. Because of his curse, though, he didn't want to mess with the delicate energies of magic manipulation and got help from Iida.

Acquired: After realizing that he was still subject to many failings in his combatives, Haresuno did what any good man would do when they hit a rut. He asked his wife, Iida, for her opinion. She said she’d think about it, and a month later came to him with a pair of customized bracers for him to wear. She explained that the two of them would work together to create a fitting item to save his sorry arse.

Preparation took a whole nother month. During which the couple gathered material for enchantments, set up wards, and worked to understand how Haresuno was going to guide Iida through the process of proper enchantments. As Iida was a healer, her ability to weave enchantings ranked next to nothing without Haresuno helping her. With his curse, however, Hare couldn’t guide her through the whole process - which made creating an item of their planned magnitude very, very dangerous.

Since I want S-tier to be something beyond, even having Hare spend a month to hunt down materials still sets up this scenario where Haresuno can create these amazing items given just a little time, which is... underwhelming. It needs to be some kind of test of Haresuno's character or epic quest... not a gathering mission.

The acquisition and/or the item itself should be things that define Haresuno as a character.

It's not meant to be just a bigger A-tier.

Ability 2: capped charges at 4, added a costless deflection while vibrating - Denied. Clarify how charges are built and how they are lost. As written it seems like they're always there after he hits an enemy.

Ability 3: increased damage to eardrums, widened range - Approved.

Overall, resubmit. You slipped in a lot of changes that weren't readily apparent, and just brushed it off as 'a little adjustment.' All of the changes are boosts except for adding a cap on charges.
 
I do apologize; I figured they were minor, but I have a bit better insight now. I just felt like my kai wasn't as clear as it needed to be. So with that, I offer the new and improved version of Resonant Tempo. I clarified exactly what the charges do as well as how they are gained or lost.

I do apologize; I figured they were minor, but I have a bit better insight now. I just felt like my kai wasn't as clear as it needed to be. So with that, I offer the new and improved version of Resonant Tempo. I clarified exactly what the charges do as well as how they are gained or lost.

Form: When released, Satoru’s blade morphs into a black staff with the glossy sheen of obsidian and intricate blue lines running across its form. The most obvious difference between Teion Ryoshi and typical staves would be the two tuning forks on each end of the staff. While released, a quiet thrumming fills the air similar to that ambient hum of a powerful machine.

Ability: Shingoto (Signal Tower)
Due to Teion Ryoshi's unique manipulation of sound and frequency, it has the ability to receive and transmit certain frequencies... including those associated with the gamma waves produced by the brain. By paying 1% of his reiatsu per turn, Satoru can synchronize with a living creature's brain waves in order to open a channel of communication with them. When used on a humanoid creature, Satoru can transmit messages to them without the need for words. In animals, he can exert some control over their actions due their primitive mental structure. This ability's range is 20 meters. He can establish a connection with a maximum of two beings with another connection gained per 5000 reiatsu for a maximum of 5 connections.

Ability: Kyoshin Choritsu (Resonant Tempo)
When this ability is activated, Satoru’s body will begin to vibrate rapidly. If he so chooses, some of the force behind each strike he makes is converted into a sonic charges equal to 10% of his Hakuda. These charges boost the strength of his attacks and push his opponents back one meter for every charge he possesses. The opponent will be shaken due to the intense vibrations in a manner similar to a tuning fork. Activation and maintenance of this power costs 1% of his reiatsu per turn.

Attack: Teion no Taiho (The Bass Cannon)
For 15% of his reiatsu, Satoru releases a concussive cone of sound waves around 15 meters in length and 1.5 meters wide from one of the tuning forks on his weapon. Anyone caught in this devastating sonic wave is thrown backwards and becomes highly disoriented by the burst of sound. Affected opponents find concentration difficult due to the distinct sound patterns utilized by Teion no Taiho. Any subsequent techniques utilized by the opponent will have their effectiveness reduced by the amount utilized by Teion no Taiho and any technique that costs less than it becomes completely negated.
