Ever thought about maybe doing something like a raffle where somebody is awarded that and their bankai? Maybe something like once a year? I know its likely never been thought of but I think that'd be one way to maybe get another captain here, open up another division.
Ichigo was already at bankai level when he did that, the device just let him get it in an extremely short time compared to the weeks, months, or years other people usually take to dominate their zanpakutou spirit.
The problem with that plan is pretty much that your taking the rule sheet and mechanics, crinkling it into a ball and throwing it out the window. What fun comes from instant bankai? Plus if you did that, you would have to remake the entire BK mechanics to account for that. What if a person had BK with less than 10K con? How would you decide, how many turns that they could use it?
Also in an ingame stand point, what would happen if a 100 rei, fresh out of academy student suddenly got BK?
In your point about having new divisions and captains, there are plenty BK level people that achived it the current way without instabankai.

Doing something like that would also void the whole idea of having a connection system. Lets look at an example. Person A has been in HD a year and is at 10000 connetion while person B joined only a few months ago and is only at 4500 conn. person B wins the raffle and gets bankai even though they haven't put in nearly as much work. Connection was set up pretty much so this stuff doesn't happen.
