I'm about 300 reiatsu early on this, but the next bleed bonus I get will more than cover that. So, resubmitting my old item under the new rules as a C tier.



[Item Name] Kaikou (Mysterious Light)

[Item Tier] C

[Item Physical Description] Kaikou is a glove worn on Kazuta's left hand. It appears somewhat ragged and has a small circular "light" in the center of the palm. This light is part of the glove itself and seems to be some sort of effect of the leather. Upon close inspection one can vaguely make out some sort of symbol that is seemingly within the light itself, however the intensity of the light makes it nigh impossible to clearly make out.

[Item Abilities]
By expending 200 reiatsu, Kazuta is capable of doing one of two things. Kazuta is capable of increasing the intensity of the light in the center of the glove. This causes the area in a 20' radius to be bathed in a teal glow, increasing visibility though only slightly. It can make a darkened room easy to see in without casting easy to see shadows. For the same price, Kazuta is capable of dimming the light in both the glove and a 10' radius. He can go as far as extinguishing all light in that 10' radius making it so only non-visable light based perception, such as infrared, would be appropriate. Furthermore, for every five rounds of darkness, Kazuta must re-pay the activation cost as darkness is harder to manipulate than light.

For both of these effects the hand has to be open enough for some of the light at least to seep out. If Kazuta's hand is completely closed during either of these effects they are ended immediately. Also, of course, both effects can't be active at the same time.

[Acquisition of Item]
Kaikou was given to Kazuta by the old man Hitoshi, during one of his visits. The old man's reasoning was not revealed to Kazuta, and the effects of Kaikou were only vaguely explained to him.
 
Tenth Division Item Pack

(Illusionary Shapeshifting)

Koutaizumai takes the form of a silk ribbon that is approximately two feet in length. It is wound tightly around any body part of the Mystic's choosing and adheres by a link of reiatsu. The standard ribbon color is white, but once the link with the Mystic is made, the ribbon can change to any color of the shinigami's choosing.

All matter is composed of molecules and energy. Using the particles of reiatsu around them, Mystics can use Koutaizumai to shift the matter that composes their own body to create an illusion of transforming. The user's actual mass and size will stay the same. However, the senses of everyone around the Mystic will experience the object that the user will appear to be.

The Mystic is also capable of morphing into another's form. By allowing the other person to wear the ribbon, the user will establish a bond that gives the Mystic access to the other person's appearance and reiatsu signature. By doing this, however, the Mystic forfeits the ability to change into other objects.

While understanding the spiritual universe, it is extremely important that the Mystics also understand their allies as well. Taidan allows the Tenth member to access a specific region of the cerebral cortex that lets them transfer messages through mind waves from one member to another. This item requires 100 reiatsu per turn to use if the message is sent to another Mystic. Once United Front is obtained, the bond is easier to establish, and thus, only requires 50 reiatsu per turn.

Tenth members are also capable of using Taidan with other outside individuals as well. However, because the recipient does not possess their own Taidan, the Mystic requires ample knowledge of the target’s reiatsu signature in order to access the psychal communication region of the recipient’s brain. This ability is also three times more expensive, requiring 300 reiatsu per turn and United Front. Taidan only allows the transmission of messages, and therefore, the other individual cannot relay messages back.

Each cost is determined per person. If messages are sent to multiple individuals, each recipient requires their own expenditure of reiatsu.

Taidan takes the form of minute speckles of granite. In order to wear Taidan, the captain draws an intricate line of reiatsu on the Mystic’s skull -- the specific position and design is customized by the member. The speckles of Taidan will then adhere to the reiatsu line, appearing as if a tattoo, and it will permanently remain there as long as the shinigami remains a Tenth Division member.

New Mystics Taidan

While understanding the spiritual universe, it is extremely important that the Mystics also understand their allies as well. Taidan allows the Tenth member to access a specific region of the cerebral cortex that lets them transfer messages through mind waves from one member to another. This item requires 100 reiatsu per turn to use if the message is sent to another Mystic. Once United Front is obtained, the bond is easier to establish, and thus, only requires 50 reiatsu per turn.

Tenth members are also capable of using Taidan with other outside individuals as well. However, because the recipient does not possess their own Taidan, the Mystic requires ample knowledge of the target’s reiatsu signature in order to access the psychal communication region of the recipient’s brain. Under normal circumstances only Mystics can communicate back and forth, using their Taidan to transmit messages to one another, but once a user of Taidan is intimately familiar with the recipient's reiatsu they can attune Taidan more precisely to that person and allow messages to be received as well. This ability requires United Resistance or higher, and the 300 reiatsu cost also spent by the Mystic when the non-mystic connected to them sends a message back. The draining nature of this makes protracted conversations inadvisable.

Each cost is determined per person. If messages are sent to multiple individuals, each recipient requires their own expenditure of reiatsu.

The stylish sunglasses purchased by Adelaide Pierce have a unique property. Working with SRDI's Andromeda de Laincourt, Adelaide developed glasses that can see through the clothing of women. Clothing and armors comprised of or woven with special materials like Bloodstone cannot be seen through.

- Pay 100 for talking, regardless of bond or affinity.
- Two-way communication with non-Mystics can pay both ends of the cost (200 Reiatsu)

- Glasses can see through undergarments... but replaces them with a mosaic.

Karashoumon at first glance appears to be a simple dagger. However, upon closer inspection, the intricacies of the blade reveal itself. The blade is colored a pure white, with floral etchings decorating the edge. The guard is circular, completely flat and colored the same white and feels almost ceramic-like, though much more durable. The grip is wrapped in a similarly white cloth which tapers off the end slightly. A long chain of silver, easily extending arms length, is attached to the end, the symbol of House Frey linked to the end.


Tenrei - "Heaven Sent"

Ama-no-Uzume is the physical manifestation of a promise, one Lucia Frey made to herself. It was the promise to abandon her cowardice and take responsibility for her actions. The lavender-haired girl still runs; however, instead of sprinting away from her danger, she runs headlong towards it.

When activated, the blade of Ama-no-Uzume becomes ethereal, replaced with a vibrant lavender aura. By plunging the dagger into the heart of an ally she United Front with, she can link her soul to theirs. The strike deals no damage and is painless. The ally she links her soul to is considered to be ‘marked’. Lucia pays 500 reiatsu to mark an ally. Only one ally can be marked at a time, though the mark is permanent unless Lucia extinguishes it or it is activated.

At any point after, the ally or Lucia herself can choose to extinguish the mark. Given that she accepts, instantly, Lucia is transported to their side. When this is done, Lucia automatically pays 2,000 reiatsu and is cloaked in a translucent aura. The aura expands outward, temporarily causing the appearance of two angelic wings, giving her the physical appearance of a guardian angel. A dome of energy surrounds both Lucia and her ally and is worth the amount paid in.

Lucia and her ally are instantly rejuvenated, all fatigue cleansed immediately. Negative effects up to the cost of the barrier are removed from both Lucia and her ally, with the strongest removed first. This does not subtract from the strength of the aura.. The aura is considered a barrier and follows normal barrier rules. She can only be transported within the same realm, and the transport is one-way.​

Acquisition:

An object to represent the strength that she wished to obtain, it was created to be a reminder of her desire to change. After learning the basics of Asauchi foraging from Amaterasu Nana, she attempted to forge her own.

She carefully forged the dagger, a weapon that would fit best with her own fighting style. However, when she attempted to connect to the blade, she initially could not detect a spirit. Meditating in The Avatamsaka, the spiritual gardens of the Fourth, Lucia entered the inner-world of the blade.

Inside she found a fragile, yet still alive, Asauchi. In order to keep her promise and save the spirit, she merged her own inner-world with the one she forged. Due to the unique nature of her zanpaktou, the spirit easily connected with each of the spirits which inhabited her soul, providing it a new home.

Soon after, she found the blade’s true ability. The lonely Asauchi desperately wished to contact new souls. In fact, it began to attune itself naturally to individuals around her, hoping to link them with Lucia’s soul. She entered her world once more, bringing the soul under control. She learned how to selectively control the connections between souls.​

Type: Division
Chiyudou by nature is a nurturing art. Capable of restoring immense amounts of reiatsu, this surplus of energy causes the entirety of the Fourth Division to be saturated with high levels of reishi. This has drastically affected the ecosystem of The Avatamsaka, causing the unrestrained growth of the hundreds of types of vegetation. The plants in the gardens are saturated with reiatsu, and medicine created from these plants is especially potent at removing fatigue.

Taking the form of three, white, pills, ingesting Dharma automatically allows the person to restore a threshold of their choice by 1,500 reiatsu. The set of three pills are automatically refilled every week, outside special circumstances.

Name: Jormungand and Fenrir

Form: The weapons take the form of stout, fingerless oiled leather gloves with brass knuckles. On the back of each is a three chamber mechanism that holds individual rounds. Underneath is a pressure lever that causes one of the shells to discharge upon impact. On the side of the lever is a bar mechisim that Kite can switch to act as a 'safety' for the weapon.

Effect: While the output of each shot is immense, at 3,000 reiatsu in a round (with a RoF of 1), the range of the discharge is extremely low, maxing at one meter regardless of the ammunition loaded. These bullets discharge a moment after impact, and are in a buckshot configuration to inflict maximum damage after kite's raw strength has impacted whatever defenses are in the way.

Acquistion: Cannot be used until Kite is recruited, analyzed, and tricked out by Orpheus.

Name: Death Dealer Shell

Form: The Death Dealer is a custom ammo shell designed for his custom shotgun knuckledusters. It is an unusually large chamber and firing solution which has a vacant head.

Effect: A base shell used to load Jormungand and Fenrir, with an output of 500. The head is designed to be modified by special ammunition properties. Like any shell used by the weapon, it fires a dispersed round with a range of one meter.

Cost: 25,000₢ + the cost of any modifying ammunition. (a clip of Lawbringer modded Death Dealers would cost 37,500₢)

Acquisition: The second part of Orpheus' R & D work on Kite and improving his infighting potential.

- For how bare-bones that acquisition is, I don't see how it's something worthy of an S-Tier artefact of incredible power. The item itself is fine, but I'm not approving this until there's a better acquisition.

Kyoumei Tsume (Resonant Talon)

C-Tier

Appearance: These fingerless gloves are made of handcrafted black leather. Accenting the backs of the gloves are a stylized purple pattern. These violet lines are vaguely reminiscent of flames burning.

Ability: When Satoru pays 400 reiatsu per casting of Talon, this item amplifies the spell to new heights. The talons darken to match Satoru’s black reiatsu, shunning their natural white glow. This additional reiatsu allows the claws to stand up to released weapons for long periods of time. In addition, Satoru’s entire hands become cloaked in the spell rather than just fingers. The nature of Satoru’s reiatsu, that of sound, empowers the claws by rapidly vibrating the reishi within them. This allows him to shred through physical objects with greater ease, making the Mystic even more formidable in close-quarters combat.

Acquisition: In the event that his zanpakuto refused to help him, the Mystic refused to be without a way to fight back. In preparation for the upcoming tournament, Satoru sought a way to give himself an edge. To this end, he created this item himself using materials acquired from the SRDI.

Talon - Hadou #7, 50 Kidou

Description: Conjures Kidou energy around the user's fingers, which extends into 20cm long, thin talons. They are glowing white and razor sharp, able to tear through flesh easily and vicious for stabbing. The talons last as long as the user wishes them to, or until they are broken. The talons themselves are strong enough to parry an unreleased zanpakutou several times before breaking.

Incantation: Birds of prey, a predator's strike. Rip through flesh and tear off the bone. With a hawk's precision and the greed of a vulture, Hadou #8,Talon!

- Tweak the description of the ability to be more clear. The item costs 400 reiatsu, it does not activate once Talon has spent 400 reiatsu through continual use.
 
Item Name: TF Stun Knife

Item Tier: D

Item Appearance: Modeled after current US SEAL tactical standard issue, the blade is a semi-serrated fixed blade with a ridged polycarbonate shell serving as the handle. The blade is coated in a tech-augmented teflon to allow for the wielder’s reiatsu to flow freely across its surface. This teflon is created to react to the user’s reiatsu, creating a brief pulse of strong, spiritually- fortified electric current, producing a non-lethal method of subduing a target.

Dallas had the shoulder holster that holds his sidearm modified to accommodate for a handle-down chest worn knife holster. The blade is held secure with secure-ex tech, eliminating the need of a snap or velcro mechanism.

Item Ability: At the cost of 300 reiatsu, the wielder can create an electric pulse that briefly stuns an opponent. The stun lasts no longer than 2 seconds.

Acquisition: Upon arriving at Orpheus, Dallas was disappointed to find no melee options in the Arsenal. Excelling in CQC, he needed a weapon that would allow him to utilize tactics he was familiar with against spiritual beings, and thus came up with this modified tactical knife.

- Stun time more vague, but opened ability to affect conductive materials.


Item Ability: At the cost of 200 reiatsu, the wielder can create an electric pulse. This pulse can carry through most conductive materials to deliver a deceptively powerful shock, capable of stunning opponents briefly.
 
Item Name: [ Seven Gods’ Lantern ]

Item Tier: Unique A


Description: Free-floating around the wearer of a silver circlet are seven phantasmal flames. These flames can produce light of any color like a candle, or an eerie glow hardly noticeable unless being focused on. They do not produce any actual flame, and are more appropriately known as willow-o’-the-wisps. When the wearer of the circlet comes under a mental attack, or mind-afflicting abilities, these wisps change from whatever color the user chooses to a pre-set warning color.

Ability: By extinguishing one of the seven wisps, per battle, the wearer of Seven Gods’s Lantern may pay upwards to 2,000 reiatsu to remove a mind-affecting condition. If the wearer knows through in-game knowledge that the cost of a mind-affecting condition is less than 2,000 reiatsu, when sacrificing a wisp, they may pay the minimum to remove the condition. Only one wisp may be sacrificed at any given time, and require a one turn cooldown between usage.

Acquisition: Several encounters in Haresuno’s history have put him face-to-face with beings of superior powers, many of which actively manipulated a varying degree of his own mind, from memories to emotions, to his very own psyche. Uncomfortable with feeling vulnerable to these potentially lethal attacks, Haresuno poured over working out a way to counter these very things. His results were that he needed a ward, something that he could wear at all times and alert him to the altercations of his mind.

Undies: Resubmit
- Seven charges to a 2,000 reiatsu item is too much.
- Variable costs are way, way too high level for something with this much strength and how much you can use it.
- One turn cooldown does not afford you the rest of this to pass.
- I don't think your acquisition actually says how he gets it?

- This is separate because it's more to address something specific about the item: in-game cost knowledge is almost impossible to discern. Most characters are completely ignorant of exactly how powerful any given attack is, and the exceptions often have a specific ability to allow them that insight. A better way to handle this might be to look at how Zanjutsu and Hakuda techniques handle their counters. Notice that it never functions on a bare minimum basis, but on affecting abilities up to a certain point.

Unique A

This ability persists for two rounds and returns the users mind to a state completely unto their own, requiring two rounds of cooldown afterwards.

Acquisition: Several encounters in Haresuno’s history have put him face-to-face with beings of superior powers, many of which actively manipulated a varying degree of his own mind, from memories to emotions, to his very own psyche. Uncomfortable with feeling vulnerable to these potentially lethal attacks, Haresuno poured over working out a way to counter these very things. His results were that he needed a ward, something that he could wear at all times and alert him to the altercations of his mind. This resulted in him inscribing runes on the inside of a silver circlet, imbuing them with the powers similar to what he had developed from training his body.

Note: Removed the charges, dropped the variable payment, added how Hare got his hands on this, and changed the cooldown. If possible I was hoping the cooldown could be 1 round, but decided that it probably wouldn't be kosher, so opted for 2. Slight modification to the description to match acquisition.

Name: The Bionic Uninhibited Shooter Technology Experiment for Retirees (B.U.S.T.E.R)

Tier: C

Description: The B.U.S.T.E.R is, at it’s core, a replacement arm. Though mechanical in nature, this sleek metallic machine contains extensive wiring within, allowing it the normal sensitivity of a real human arm (albeit with a little numbness), as well as a similar dexterity and range of motion. Small tube run up and down the arm, connecting the hand to multiple bulges along the upper arm and shoulder. The hand and forearm is segmented in multiple parts, allowing pieces to be broken and moved in order to accommodate its main function (see below.)

Ability: The real power behind the B.U.S.T.E.R. isn’t its near perfect recreation of the human arm. It’s the immense versatility that has been imbued into it. By downloading select blueprints of Orpheus firearms and ammo types, the arm can then replicate them, feeding nanomachines from the various bulges into the tubes. Once they reach the elbow portion of B.U.S.T.E.R, the nanomachines then activate, moving and adding the modular section until the entire lower arm is transformed into an almost perfect copy of the appropriate weapon with the correct ammo type.

Weapons created this way are fired mentally, but have a moment of “charge up time” before firing. Roland must pay 100 reiatsu every time he wishes to modify his weapon, and B.U.S.T.E.R. can only change weapon and ammo forms once every other turn. He must have the a weapon equipped in his inventory as a “blueprint” in order to use it with B.U.S.T.E.R., and “blueprint” weapons may not be used normally, though they cost the same amount as a normal weapon.

Acquisition: Roland was heavily injured during the tournament between the Seireitei and Earth, and his old body almost succumbed to his wounds. Thinking fast, the 9th joined together with the humans to create mechanized parts in order to replace Roland’s failing organic ones. B.U.S.T.E.R. was an additional, experimental “upgrade” given to him in the process.

Item Name: Apollo
Item Appearance: The upgraded version and refinement of both the Athena and Prometheus modules, Apollo was created with the influx of talent and funds provided from the SRDI back into the Ninth Division. The item comes in two specific subsets depending on the preference of the researcher. The first is a standard pair of reading glasses modified with a custom prescription should the researcher need it. For those who’d rather not wear the glasses the engineers of the 9th have also managed to implement the function of the item as a clear contact to be applied at a researcher’s discretion.

Item Ability: The item itself is cybernetically connected directly into the Ninth Division’s database. At the cost of 100 Reiatsu per round the link utilizing neural impulses to bring up any relevant data to the researcher’s current enemy. While activated the item has the added benefit of writing any biometics picked up by the researcher’s Sanmei ability directly into the database as they occur.

Officers of the Ninth are known for their intelligence and analytical ability. By further training and honing the reflexes and nuances of their minds, these people are then able to find out mechanics, structure, and weaknesses of almost anything surrounding them- and in this case their talents have been focused particularly on their possible enemies- Hollows, Arrancar, Vizards, Rogue Shinigami, Quincy, and Advent Humans.

Designed in training sessions with Demi-Hollows at first, next is sparring sessions with other Shinigami with combative techniques, and lastly are Soul Reapers with Shikai. The hopeful officer begins learning distinct yet subtle differences in the way their opponents move and act: when techniques and Kai abilities are being used. The instinct of the mind gathers this information quickly in battle and applies it abstractly. The Void aids in this process by infusing untapped power of the Soul to aid in the brain/ nervous system's functions.

Given enough time in combat, the user may ultimately know every detail concerning the technique/Kai and its weaknesses. Only one technique or ability can be studied at one time and it takes three (3) rounds before said technique or ability is fully studied.

If the user is struck with the technique/attack/ability while trying to analyze it, it gives them further insight on how the ability is used; one less round is subtracted from figuring out their opponent's skills. More or less this technique lets the user bypass the feigning ignorance rule.
